The first package of the Philippine National Railways (PNR) Bicol project will begin construction in the first quarter of the year.

In a press briefing in Malacañang on Friday, PNR General Manager Junn Magno said the package would consist of the PNR Bicol’s first 380 km. from Banlic, Calamba to Daraga, Albay.

“The construction works will begin (in) the first quarter of 2022,” Magno said in Filipino.

During the briefing, Department of Transportation (DOTr) Undersecretary for Railways Timothy John Batan said their agency has requested the Department of Finance to fund the project’s PHP142 billion contract through an official development assistance (ODA) loan from China.

Unlike other projects funded through ODA, Batan said, the PNR Bicol Package 1 had its construction contract signed before funding from China was secured.

While the project has the largest contract at PHP142 billion, the North-South Commuter Railway System is the biggest rail project of the DOTr, followed by the Metro Manila Subway Project, he added.

The construction of the PNR Bicol Package 1 is seen to be completed by 2024, and the start of operations by the third quarter of 2025.

The other PNR Bicol contract packages are set for completion between 2024 and 2026, with the entire PNR Bicol line scheduled to be operational by 2027.

The PNR Bicol is a 560-km. rail system consisting of 35 stations and will run from Manila through Laguna, Quezon, and Camarines Sur to Albay, with an extension line in Sorsogon and a branch line in Batangas.

The rail system’s passenger trains will be designed to run at a speed of 120 kph to 160 kph and its freight trains designed to run at 80 kph to 100 kph, reducing travel time between Manila and Legazpi City, Albay from the current 14 hours to 18 hours to just six hours in its regular commuter trains and four hours and 30 minutes with its express trains.

On January 18, the DOTr awarded the contract for the PNR Bicol Package 1 to Chinese joint venture China Railway Group Ltd., China Railway No. 3 Engineering Group Co. Ltd., and China Railway Engineering Consulting Group Co. Ltd.

PNR Bicol to begin construction first quarter of 2022

The Philippine National Railways (PNR) over the weekend officially reopened its San Pablo-Lucena Inter-provincial Commuter Service, with President Rodrigo Roa Duterte and Department of Transportation (DOTr) Secretary Art Tugade leading the event.

Almost a decade after its last operation in October 2013, the public can start taking the San Pablo-Lucena line operations started Sunday, June 26, the day after the official reopening, the PNR said.

In a media release Saturday, the PNR announced that through the said commuter line, travel time between San Pablo and Lucena will be reduced to 30 minutes from the usual one-hour travel time.

The 44-kilometer inter-provincial railway commuter line is vital in restoring the PNR Bicol or "Bicol Express," which will link Metro Manila and the provinces in Southern Luzon, including Laguna, Quezon, Camarines Sur, and Sorsogon.

“Few days left before the Duterte Administration's term comes to an end, our enthusiasm and commitment to give a more convenient and comfortable life to every Filipino remain firm,” the statement further said.

“Indeed, this is the legacy that the Duterte administration and the DOTr, under the leadership of Secretary Art Tugade, will leave behind,” it added. —/mbmf

The PNR San Pablo-Lucena line will have two (2) terminal stations and four (4) flag stops in-between, and is envisioned to provide comfortable travel experience to Filipino commuters.

The PNR Lucena-San Pablo Commuter Line is part of the 560-kilometer PNR Bicol Express that links the National Capital Region (NCR) or Metro Manila to Southern Luzon. The revival and development of the Lucena-San Pablo stretch of the Philippine National Railways (PNR) continues as it is set to reopen before the end of the Duterte administration in June, the Department of Transportation (DOTr) said on Tuesday.

Construction of the Lucena-San Pablo line is ongoing with the rest of the PNR Bicol which links Metro Manila and the Southern Luzon provinces.

“As the Duterte administration nears its conclusion, Secretary (Arthur) Tugade made a covenant with the Filipino people not to waste even a single day at work. There is no time to relax even until the last day of office,” the DOTr said in a Facebook post.

Once reopened, the Lucena-San Pablo line will reduce travel time between San Pablo, Laguna and Lucena, Quezon to one hour and 30 minutes and is seen to help boost the economic corridors of both provinces and neighboring areas.

The line is part of the 560-kilometer PNR Bicol scheduled to be operational by 2027.

PNR Bicol will have 35 stations and will run from Manila through Laguna, Quezon, Camarines Sur, Albay, an extension line in Sorsogon, and a branch line in Batangas.
