The Saleng Festival and celebration of June as environment month was launched with the unfurling of calendar of activities by city officials during the city hall flag raising ceremonies last Monday.

In his message during the occasion, Mayor Benjamin Magalong pointed out the importance of constituents and community groups’ cooperation and commitment in caring for the environment. He emphasized that tree-planting and nurturing should be invested for next generation’s breathable air, potable water and a cleaner and comfortable environment.

The mayor also rued the findings of a research that at least 52 hectares of trees were lost between 2014 to 2017. An urban forest master plan with CEPMO head Rhenan Diwas at helm was thus adopted, for implementation.

In consonance to the Saleng Festival theme, “Restoring Our Ecosystem-Together,” city-supported environmental activities shall be done on June 4, such as bamboo propagule planting at the Diplomat Heritage area. This is to provide additional foliage and mitigate air pollution in the area. Bamboo products shall also be showcased.          

Free emission testing shall be conducted at Harrison road near Burnham Park, on the same date. The activity is spearheaded by the Roadside Inspection Testing and Monitoring Team (RITMT), which for years monitors smoke-belchers on the roads. Violators are required to undergo maintenance procedures to ensure cleaner exhaust from their vehicle.

On June 5, a cycling for the environment from city hall grounds to Irisan Eco-Park happens where they arrive to a display of upcycled materials on site. A display of the upcycled materials is extended for two consecutive Sundays, June 6 and 13 in a selected venue along Session road.

A memorandum of agreement signing as to a joint project of the city and a Beetle Trap Project of the Watershed and Water Research Development and Extension Center (WWRDEC) shall be done on June 14 while on June 29, Jacaranda saplings are planted at Bayan Park, Aurora Hill.

A community tree planting to reforest the Sto. Tomas Reservoir happens on June 30.

A coordinated Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay (BLISTT) Airshed anti-smoke belching task force operation is done in various places for the whole month of June.


Bonsai cultivators, carers and interested individuals are given a day, June 17 to share their knowledge and learn through demonstrations at the proposed bonsai garden at the Kennon road view deck. The special plants shall be displayed at People’s Park in July 16, 17 and 18, CEPMO Forester Floro Bastian said.

The project is part of the World day to combat desertification and drought, he added.

He also gave the rationale behind the celebration, which is compliance to the Environment Code where the months of June to September is set for tree planting season and it is mandatory for local government units to support events for the protection, preservation and rehabilitation of forests.

To strengthen cooperation for reforestation and caring for the environment, the institutionalization of the Saleng festival is also sought, Bastian said.


Pine saplings shall also be planted at the Kennon road view deck, during the Bonsai demonstration activity.

On June 24, the tree cart parade takes place from upper Session road up to the people’s park. At least 10 participants were listed at the City Environment and Parks Management Office (CEPMO). A tree of life shall also be unveiled in the same occasion.



June 25 is National Arbor Day, where barangays with water sheds are venues for tree planting. Elder berry trees shall be planted at the Arboretum, along Leonard Wood road; and bamboo propagules in portions of Balili river.   

Other environment-caring activities done from June to September are tree planting of different sectors at the Forbes Park reservation, Busol and Buyog watersheds; cell phone photography contest; and ring weeding at the planting sites.


The celebration is extended up to September where a barangay clean-up drive is done along Sagudin-Balili river.

Awards to environmentalists or urban forest carers and nurturers, dubbed as Green thumb plaques shall be handed over on September 27.

Sky Ranch Tagaytay has been temporarily shutdown due to earlier community quarantine restrictions imposed by the national government since the Province of Cavite belongs to NCR Plus areas.

The good news was officially announced last Wednesday by the park's Facebook page:

The reopening was made possible because of Executive Order No. 372 Series of 2021 issued on Saturday (May 15) and signed by Mayor Agnes D. Tolentino where it says that People’s Park in the Sky, Tagaytay Picnic Grove, and Tagaytay Skyranch may open provided that the amusement facilities within the parks remain non-operational.

Tagaytay Sky Ranch reopens under GCQ


The Civil Aviation Authority of the Philippines (CAAP) on Wednesday launched its new Aerodrome Tower 3D Simulator, taking air traffic control (ATC) training in the country to a new level.

In a virtual launch ceremony, CAAP Deputy Director-General for Operations Captain Donaldo Mendoza said the new simulator -- the first of its kind in the country -- will aid air traffic controllers in training, testing, and maintaining proficiency in handling aerodrome control operations.


These, he said, without involving any risk to property or lives and “at a much lower cost than training in actual air traffic control conditions.”

“It costs PHP84.9 million -- the supply, installation, and testing of the aerodrome tower simulator was completed last March 30, 2021,” Mendoza said.

The simulator, located at CAAP’s Civil Aviation Training Center (CATC) in Parañaque City, has six airport scenarios installed in the simulator program -- the airport environments of Manila, Clark, Mactan, Plaridel, Davao, and a generic single-runway airport.

The new training facility simulator allows three ATC working positions, a supervisor, and three pseudo pilots.

From the previous training method where instructors use miniature model airplanes placed on an airport printed on tarpaulin, Mendoza said the 3D simulator will instead provide a 315 degrees horizontal field-of-view of the installed airport scenarios.

“The aerodrome tower simulator will eliminate the rudimentary training methods applied in the aerodrome laboratory training module of the CATC,” Mendoza said.

He said the simulator is planned to be used in training new air traffic controllers through a six-week air traffic service course offered at the CATC -- including two weeks for a lecture phase and four weeks for a laboratory segment.

“The course aims to promote not only the aviation industry as a career option but also to support the International Civil Aviation Organization's ‘Next Generation of Aviation Professionals initiative,” Mendoza said.

He noted that an air traffic service program for the training of other ATCs in key aerodromes in the country will also be developed.



The virtual inauguration of the simulator was led by Department of Transportation (DOTr) Secretary Arthur Tugade, CAAP Director General Jim Sydiongco, along with other key government officials.

Tugade, is now underway as Metro Manila’s busiest thoroughfare will get a major facelift following the start of construction works of the much-awaited EDSA Busway Concourse today, 18 May 2021.


A jubilant Sec. Tugade expressed his gratitude to stakeholders, including other government agencies and private sector partners, particularly the SM Group, who joined forces in making the project to provide safe and hassle-free travel to commuters  a reality.

“Taos-puso ang aking pasasalamat dahil sa wakas, makakamit at matitikman na ng publiko ang tunay na pagbabago sa EDSA gamit ang EDSA Busway Concourse. Mas magiging ligtas na ang pag akyat-baba ng mga pasahero sa mga sakayan. Mas kombinyente na rin ang pagsakay dahil magkakaroon pa ng ticket booths, concierge at turnstiles para sa automatic fare collection system. Meron tayong sistema na friendly sa ating mga senior citizens at sa mga persons with challenges and disabilities,” Tugade said in his message during the virtual ceremony of the EDSA Busway Concourse.

The world-class and state-of-the-art EDSA Busway Concourse will provide convenient and safe transport access for commuters, especially those in vulnerable sectors, such as senior citizens, persons with disabilities (PWDs), and pregnant women. 


The concourses will have a provision for ticketing booths, Automatic Fare Collection System (AFCS) turnstiles, and concierges, which will allow transactions to take place at the concourses before the onboarding of passengers.


To recall, the signing of the Memorandum of Agreement (MOA) for the construction of the EDSA Busway concourse was held in November 2020. The SM Group will start the construction of three (3) concourses to be built at SM Mall of Asia in Pasay City, SM Megamall in Mandaluyong City, and SM North EDSA in Quezon City.

The concourses will further boost the efficiency of the EDSA Busway, a joint project of the DOTr, Department of Public Works and Highways (DPWH), and Metro Manila Development Authority (MMDA). The EDSA Busway was carried out at the height of the COVID-19 pandemic in June 2020 to provide seamless movement of high-capacity Public Utility Buses (PUBs).

“Today’s groundbreaking ceremony marks another milestone in the EDSA Busway project. And SM Prime is honored to be part of the government’s effort in further improving the commuting experience of every Filipino,” SM Prime Holdings Inc. President Jeffrey Lim said.

“SM has invested over P120 million for this project. We really aspire to provide a convenient, fast, and safe commuting experience for all Filipinos. For their part, DPWH Secretary Mark Villar and Metropolitan Manila Development Authority (MMDA) Chairman Benhur Abalos heaped praises for Sec. Tugade’s efforts in spearheading the collective effort of bringing faster travel time, comfortable commute, and improved mobility along EDSA amid the pandemic.

“I thank and congratulate Sec. Art Tugade for such a monumental accomplishment. He has really changed the landscape of mass transit, especially in EDSA. It makes me very happy to know that together, we succeeded in converting what used to be a symbol of traffic into a symbol now of what the true leadership of President Duterte brings,” Sec. Villar said.

“There’s a 47.3% average decrease in travel among public utility buses traveling along EDSA from January 2020 to January of this year while there is 89.81% or 9.61 kilometers per hour average increase in travel speed of our PUBs for the similar period. All these figures are the sweet fruit of labor that we’ve long wanted our commuters and motorists alike to experience,” MMDA Chairman Abalos explained.

Moreover, Green EDSA Movement Chairman Eddie Yap said that the EDSA Busway Concourse is targeted to increase the buses plying along the country’s main thoroughfare to more than 500 from the current 200 bus units.


“These reforms provide for a framework for sustainable management of urban traffic congestion and people mobility,” Yap said.

DOTr Assistant Secretary for Road Transport and Infrastructure Steven Pastor, meanwhile, said that additional concourses will be constructed in other stations of the EDSA Busway.

“Through our private partners, the Double Dragon and Wenceslao Group, ang dalawang susunod na concourses ay located sa Roxas Boulevard at Macapagal Avenue. On top of that, may additional four stations pa sa Buendia, Taft, Roxas Boulevard at sa Tramo,” Pastor said.

President Rodrigo Duterte has downgraded the quarantine classification in the National Capital Region Plus (NCR Plus) and other areas to a more relaxed general community quarantine (GCQ) from a more restrictive modified enhanced community quarantine (MECQ).

Duterte decided to ease quarantine protocols in Metro Manila, Bulacan, Cavite, Laguna, and Rizal, also known as “NCR Plus,” upon the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

Presidential Spokesperson Roque, who was present during a meeting with Duterte at Malacañan Palace, said NCR Plus will be placed under GCQ “with heightened restrictions” from May 15 to 31.

“President Rodrigo Roa Duterte on Thursday, May 13, 2021, approved the recommendation of the Inter-Agency Task Force (IATF) to place the National Capital Region (NCR), Bulacan, Cavite, Laguna and Rizal under General Community Quarantine (GCQ) with heightened restrictions from May 15 to 31, 2021,” Roque said in a statement.

Apart from NCR Plus, the quarantine classification in Abra was also downgraded from MECQ to GCQ.


Areas of concern

The MECQ status was, however, retained in the City of Santiago in Isabela, Zamboanga City, Quirino, and Ifugao.

Duterte said the four areas would remain under MECQ until end of May following local governments’ concerns over the spike in the coronavirus disease 2019 (Covid-19) within their localities.

GCQ is imposed in Apayao, Baguio City, Benguet, Kalinga, Mountain Province, Cagayan, Isabela, Nueva Vizcaya, Batangas, Quezon, Iligan City, Davao City, Lanao del Sur, and Puerto Princesa City until May 31.

The rest of the country remains under the least restrictive modified GCQ (MGCQ) for the whole month of May.


Implementation of stricter GCQ

Once GCQ with heightened restrictions is implemented in NCR, only “essential travel into and out of the NCR Plus” will be allowed, Roque said.

Roque said interzonal travel from NCR Plus areas, except those conducted by Authorized Persons Outside Residence, will remain prohibited in GCQ areas with heightened restrictions.

“Public transportation shall remain operational at such capacities and protocols in accordance with the Department of Transportation guidelines while the use of active transportation shall be promoted,” he said.

Roque said only individuals aged 18 to 65 can leave their homes while NCR Plus is under stricter GCQ.

Entertainment venues like bars, concert halls, and theaters; recreational venues, such as internet cafes, billiards halls, and arcades; amusement parks,fairs, playgrounds, kiddie rides; indoor sports courts and venues and indoor tourist attractions; and venues for meetings, conferences, exhibitions will not be allowed in NCR Plus, Roque said.

Roque said religious gatherings and gatherings for necrological services, wakes, inurnment and funerals for those who died of causes other than Covid-19 in NCR Plus will be allowed up to 10 percent of the venue capacity.



He added that indoor and outdoor dine-in services would be allowed in Metro Manila and its four neighboring provinces.

Also, indoor dine-in services in NCR Plus shall be at 20 percent venue or seating capacity while outdoor or al fresco dining shall be at 50 percent venue or seating capacity,” he said.

Roque said outdoor tourist attractions in NCR Plus may be opened at 30 percent, with “strict” adherence to minimum public health standards.

NCR Plus shifts to 'stricter' GCQ on May 15

Masks, temperature checks and no hugs with Mickey Mouse greeted visitors to Disneyland in California on Friday as Walt Disney's original theme park reopened for the first time in over a year.
