Going to Tagaytay has never been easier and faster until this expressway came into reality!



I was able to get to experience driving on CALAX for a few times when I recently had trips to Tagaytay with my friends. It was the real game-changer, easing the traffic flow in the busy Santa Rosa–Tagaytay Road which is usually used by many.

The Cavite–Laguna Expressway (CALAX or CALAEX) is a partially operational controlled-access toll expressway in the provinces of Cavite and Laguna, Philippines. The construction of the 44.63-kilometer-long (27.73 mi) expressway, which began in July 2019, costs an estimated ₱35.43 billion.

Once completed, it will connect the Manila–Cavite Expressway in Kawit to the South Luzon Expressway in Biñan and is expected to ease the traffic congestion in the Cavite–Laguna area, particularly along the Aguinaldo Highway, Governor's Drive, and the Santa Rosa–Tagaytay Road.


CALAX begins at a roundabout at South Luzon Expressway's Greenfield City (Mamplasan) Exit in Biñan, continuing west then making a reverse curve to the southwest through the undeveloped private property owned jointly by Greenfield Development Corporation and Ayala Land, Inc.

It enters the Laguna Boulevard right of way near the boulevard's intersection with Greenfield Parkway. It approaches the first toll plaza near the Verdana Homes gated community, and continues southwest, passing through a mix of developed and undeveloped areas at barangays Loma and Timbao, then turning south into barangay Biñan, where it passes near Laguna Technopark, De La Salle University – Laguna Campus and several gated communities; access for them is provided by service roads that also serve as the southbound lanes of Laguna Boulevard.


The expressway partially runs above grade, utilizing underpass bridges, mechanically stabilized earth (MSE) walls and a viaduct at this section to pass above major intersections and accesses.

Entering Santa Rosa, CALAX descends into grade level to cross the Silang–Santa Rosa River and clear a power line, then gently curves to the southwest to follow the Nuvali Boulevard right of way, where the expressway ascends above grade again to pass over South Boulevard, served by the Laguna Boulevard Exit.


Past the exit, it leaves the Nuvali Boulevard right of way and crosses the Silang–Santa Rosa River once again, this time the Cavite–Laguna provincial boundary into Silang. It makes another reverse curve through cornfields and ends at the Santa Rosa City Exit, a trumpet interchange which leads to Santa Rosa–Tagaytay Road. A stub section is built west of the interchange, which will connect to the Cavite segment of the expressway.


The expressway continues southwest and makes a few turns before traversing a bridge and enters a cut section, passing near the Ayala Westgrove Heights. It turns northwest and passes under Tibig Road before ending at Silang East Exit, a diamond interchange which leads to Tibig-Kaong Road. A future road will be built west of the Silang East interchange that will connect to the Cavite segment of the expressway.

CONSTRUCTION

The first 8.9 kilometers (5.5 mi) of the expressway has been made accessible on October 30, 2019, in time for All Saints' Day and All Souls' Day. The entry and exit points at Mamplasan Interchange in Biñan, Laguna and Santa Rosa–Tagaytay Road were opened to serve an estimated 10,000 cars. According to DPWH Secretary Mark Villar, this will cut travel time from 45 minutes to just 10 minutes. However, the segment was supposed to be operational back in December 2018 or by February 2019.

The expressway was closed from January 28 to 31 and February 4 to 7, 2020 at 1:00 AM to 4:00 AM (PST) to give way for construction and clearing operations due to ashfalls brought by the 2020 Taal Volcano eruption.


On August 18, 2020, the Laguna Technopark and Laguna Boulevard Exits in Biñan and Santa Rosa, respectively, were opened to the public.


On August 24, 2021, the 6-kilometer (3.7 mi) section leading to the Silang East interchange in Silang, Cavite was opened to the public. However, this segment was supposed to be operational back in June 2021. Meanwhile, the section leading to the Silang interchange is expected to be completed in 2022.

Exits will be numbered by kilometer posts, with Rizal Park in Manila designated as kilometer zero.

CALAX TOLL FEES

Cavite–Laguna Expressway is a closed road system, where motorists pay a toll rate based on the vehicle class and distance travelled. In 2020, motorists pay a fixed toll rate at their respective exit points when there were initially two operational toll barriers on the first 8.9-kilometer (5.5 mi) segment of the expressway:

Mamplasan and Santa Rosa City. The electronic toll collection (ETC) system on the expressway is operated by Easytrip Services Corporation and collections are done on mixed lanes at the toll barriers.

  • Class 1 (Cars, Motorcycles, SUVs, Jeepneys) - ₱64.00
  • Class 2 (Buses, Light Trucks) - ₱128.00
  • Class 3 (Heavy Trucks) - ₱192.00

In accordance with law, all toll rates include a 12% value-added tax.

Construction of CALAX

CALAX construction manager Engr. Wilson Bontigao told the media that the Silang-Aguinaldo Interchange is 91% complete as of August 1 and is scheduled to be completed by September.

The highway will link the Manila-Cavite Toll Expressway (CAVITEX) and Mamplasan in Binan, Laguna upon its completion, reducing travel time from CAVITEX to South Luzon Expressway by about 45 minutes.

Currently, only 14.24 kilometers are operational from Greenfield Mamplasan to Silang East Interchange. The entire expressway is eyed to be operational by November 2024.

As of this writing, 10 major expressways can be used by motorists to reach various destinations in the Philippines.

NLEX Toll

Most of these expressways connect to Metro Manila and require toll payments. The toll fees are determined based on vehicle classification.

Class 1 Vehicles


Vehicles with two axles and an overall height of up to 7.5 feet are classified as Class 1. These include sedans, vans, pick-up trucks, and motorcycles. You're more likely to belong in this class unless you're driving a large vehicle like a bus or RV.


Class 2 Vehicles

C-5 Southlink Expressway Toll Fees

Driving to and from Metro Manila isn’t always pleasant, especially on the south side of the metro. The C-5 Southlink Expressway aims to solve traffic woes by connecting CAVITEX to C-5 in Taguig. 

While the project is yet to be completed, the 2.2-kilometer section was opened to the public in 2019 to help ease the traffic on SLEX East and West Service Roads as well as on EDSA.

It starts at Carlos P. Garcia Avenue (C-5) in Taguig and then ascends to the flyover, crossing the Skyway, PNR tracks, and SLEX before descending to the terminus at C-5 Road Extension in Pasay, near Merville, Parañaque. 

The toll fees aren’t that expensive, making this route an ideal shortcut for people living in the South. Once it’s finished, the C-5 Southlink Expressway will connect at the Merville exit to Amvel City, where an interchange leading to Sicat Road will be located, eventually connecting to CAVITEX.



NAIAX Toll Fees

Roads going to airports can get crowded. Make it in time for your flight by using the Ninoy Aquino International Airport Expressway (NAIAX). This road links to the Skyway and is the quickest route to Entertainment City in Parañaque City.

1. What is a toll fee?
A toll fee is simply the amount you pay to use a road or highway. As part of the government’s initiative to build major expressways for better transportation across different provinces, Presidential Decree No.1112 was issued, paving the way for the creation of the Toll Regulatory Board to “supervise, monitor, and regulate the construction, operation, and maintenance of toll facilities.”


2. Why should I pay toll fees in the Philippines?
Similar to when you use any other public utility or service, you’re also required to pay fees when using tollways to help facilitate and maintain the operation of expressways. 


3. Are there vehicles exempt from paying toll fees?
Yes, some vehicles are exempt from paying toll fees when passing through expressways. Government vehicles on official business are exempt as long as they present their official trip ticket at toll booths. Emergency vehicles are also exempt from paying toll fees, especially if they’re actively responding to a crisis.

Other types of vehicles that are exempted from toll payments include the following:
  • Public firetrucks and ambulances
  • Marked vehicles of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and Bureau of Jail Management and Penology
  • Marked impounding vehicles from Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB)
  • Toll Regulatory Board (TRB) spokesperson Julius Corpuz has reiterated the toll fee exemption of emergency vehicles after an incident in which a private firetruck responding to a fire alarm was halted at an NLEX toll booth and was asked to pay the fee.


4. How much are the toll fees for popular destinations?
If you’re coming from Metro Manila and driving a Class 1 vehicle, expect to pay these fees:

Northern Destinations
  • Manila to Angeles, Pampanga toll fee (NLEX-Balintawak to NLEX-Angeles): ₱272
  • Manila to Lingayen, Alaminos toll fee (NLEX-Balintawak to TPLEX-Paniqui): ₱533
  • Manila to Subic toll fee (NLEX-Balintawak to SCTEX-TIPO): ₱579
  • Manila to Baguio via TPLEX toll fee: (NLEX-Balintawak to TPLEX-Sison): ₱744
  • Manila to La Union, Laoag toll fee: (NLEX-Balintawak to TPLEX-Rosario): ₱765

Southern Destinations
  • Manila to Tagaytay toll fee (SLEX-Magallanes to SLEX-Sta. Rosa): ₱175
  • Manila to Batangas toll fee (SLEX-Magallanes to SLEX-Calamba): ₱214


5. Can I still pay cash in SLEX or NLEX?
Yes, SLEX and NLEX cash lanes in 2022 are still open since car owners have yet to fully adapt to the RFID system. Note that cash lanes can get congested, so expect a few delays if you prefer using cash on tollways. 

Paying your RFID toll fee is still the most convenient way to drive through tollways, whether you’re using Autosweep RFID or Easytrip RFID. Take time to get RFID stickers for your vehicle if you’re looking for a hassle-free driving experience.


6. Do I need to reload my RFID regularly?
Load your RFID account at your discretion. But note that tollways will enforce a three-strike policy against RFID users who constantly pass through without enough load. Starting May 15, 2021, anyone who passes through toll gates with insufficient load for the third time will pay a ₱1,000 fine.

7. What happens if I don't have sufficient load on my RFID wallet?

If you happen to pass through a tollway with insufficient load, you're still allowed to pass through the expressway. You'll be asked to reload at the next ticket booth or stop and reload your RFID account near the toll gate.

Starting today, November 8, 2023, the Silang Aguinaldo Interchange of the Cavite Laguna Expressway (CALAX) is set to open to motorists, marking a significant milestone for the region's transportation network.



Managed by MPCALA Holdings Inc (MHI), the concessionaire of CALAX, this 3.9-km subsection aims to enhance travel experiences for commuters.


This expansion, which was declared 91% complete in August 2023, offers a promising solution to traffic challenges in the area.

What's more, motorists can rejoice as they will be able to use this new section without incurring any charges initially. The customer-centric approach allows travelers to enjoy toll-free passage until further notice, with charges only applied up to Silang East.

He highlighted how the new CALAX section will not only simplify travel for motorists but also stimulate economic growth. Upon its official opening later this week, the Silang Aguinaldo Interchange is anticipated to accommodate an additional 5,000 motorists daily. It will serve as a faster route to emerging tourism spots in Silang, Cavite, and Tagaytay City, further enhancing the region's appeal.



Looking ahead, CALAX is slated to expand to a total length of 45 kilometers by 2024, featuring eight strategically located interchanges: Technopark, Laguna Boulevard, Santa Rosa-Tagaytay Road, Silang East, Silang (Aguinaldo), Governor's Drive, Open Canal, and Kawit Interchange. This expansion plan will seamlessly connect CALAX to the Manila-Cavite Expressway (CAVITEX) in Kawit, ensuring efficient connectivity between key regions.
