The government’s massive infrastructure projects under the “Build, Build, Build” program are not only starting point for the country’s swift recovery after the coronavirus disease (Covid-19) pandemic but are also economic benefits.

Speaking in his 5th State of the Nation Address Monday, President Rodrigo R. Duterte said, “To realize the maximum benefit from the country’s investments, the infrastructure projects under the ‘Build, Build, Build’ Program, which are labor and capital intensive, are not mere springboards for the country’s swift recovery [post]-pandemic.

They are economic benefits --- economic benefits to be distributed to all corners of the country and push sustainability in urban centers, particularly Metro Manila. He also cited the statements of the government’s economic cluster that investments in infrastructure will help start up the economy which will benefit the people.

“Our economic managers have seen infrastructure investment as an effective tool to help spur high growth, attract investments, create jobs, and achieve financial inclusion for all Filipinos,” Duterte said.

Duterte said the Department of Public Works and Highways has resumed the construction of some key infrastructure projects such as the North Luzon Expressway Harbor Link, the NLEX-SLEX Connector, the Cavite-Laguna Expressway, the Metro Manila Skyway Stage 3, the R-1 Bridge Project, the Tarlac-Pangasinan-La Union Expressway Project, and the Subic Freeport Expressway Project, among others.

Duterte said the government is set to release a report of the accomplishments under  ‘Build, Build, Build’.

“We have accomplished significant infrastructure projects under the ‘Build, Build, Build’ Program. I will not dwell lengthily on the nitty-gritty of our infrastructure accomplishments now lest I bore you. Instead we will release a comprehensive written report on our collective milestones and the details of accomplishments to remind us that perseverance, patience and determination will help us move forward even in the most difficult of times,” he added.

From 2017 to 2022, the government will be building roads, bridges, airport, railways among others, with a total budget of PHP8 trillion, under the  ‘Build, Build, Build’ program.

Bonifacio Global City-Ortigas link road

One of the most anticipated is the thoroughfare between two huge business zones in Metro Manila, Taguig and Pasig. The BGC-Ortigas link road is set to be completed in June this year. It extends over 961 meters, with one part connecting Sta. Monica, Pasig, and Lawton Avenue, and Makati. The other, a viaduct, will be running from Lawton Avenue to the entrance of BGC.


Late last year, the project was almost halfway across the Pasig River already. With the construction work right on schedule, authorities are confident that they will be able to hit the target completion date. Once finished, traveling to and from the business districts of Taguig and Pasig will only take 12 minutes.

Bambang ni Felix Road

This is a new access road project that would cut travel time between South Luzon Expressway (SLEX) and Circumferential Road-6 (C6). Fast-tracking progress, the DPWH is now 70 percent complete in the project, which is set to be finished in March this year.


The P41-million segment, situated in Barangay Sta. Ana, is a two-lane 688-meter road. It will provide additional access going to C6 from Pateros, and will be connected to C5 road.



Cavitex-C5 link flyover

The 2.2-kilometer road opened in July last year. It has three lanes in each direction, spanning from C.P. Garcia in Taguig to Sucat in Parañaque City. The P1.6-billion project significantly reduces travel time between the two cities to a mere three minutes.

DPWH Secretary Villar called the project an “engineering solution for everyday problems,” as cited in Philstar. Metro Pacific Tollways Corp. (MPTC) president and CEO Rodrigo Franco also commended the elaborate and accurate method of hoisting beams and setting them on overhead platforms to set up another project, which is the Harbor Link Segment 10.

C5 South link

The project mentioned above is part of the C5 South Link project, a road that stretches over 7.7 kilometers, connecting C5 road to Cavite Expressway via Taguig, Parañaque, Las Piñas, and Cavite. Expected to be completed in the last quarter of 2021, the project would serve 50,000 cars driving to southern cities in the metro and along east-west service roads.

Traveling from Quezon City to Taguig in just 35 minutes will soon become a reality with the construction of the Southeast Metro Manila Expressway (SEMME) finally underway.



Experts agree that a better traffic flow is more or less inevitable with the birth of C-6. The Department of Transportation notes that the project will provide an indispensable alternate route that will diversify the road networks in Metro Manila. The construction of the 34-kilometer expressway spearheaded by San Miguel Corporation (SMC) and its subsidiaries will commence this coming April with an expected public opening in 2020.

Southeast Metro Manila Expressway

The Southeast Metro Manila Expressway is an under construction 34 kilometres (21 mi) tolled expressway running across eastern Metro Manila and part of Rizal. The expressway will help decongest the existing roadways across Metro Manila, such as EDSA and Circumferential Road 5. SEMME is also known as Skyway Stage 4. The expressway is part of the larger C-6 Expressway project.

South East Metro Manila Expressway

The expressway will begin at the Skyway in FTI, Taguig, and will end at the Batasang Pambansa Complex in Quezon City. It will also connect to the North Luzon Expressway (NLEx) in Balagtas, Bulacan.



The new toll road will link FTI (Food Terminal Inc.) in Taguig to Batasan Complex in Quezon City and be eventually connected to North Luzon Expressway (NLEX). At present, travelling between Quezon City and Taguig normally consumes a minimum of an hour and a half according to Google Maps but with the construction of C6, travel time will be reduced to only 35 minutes.

Earlier today, the Department of Transportation - Toll Regulatory Board (DOTr-TRB), in partnership with the Department of Public Works and Highways (DPWH), led the groundbreaking and time capsule laying for the first phase of the SEMME or the C-6 Expressway Project. Construction is targeted to start in April 2018, however, Transportation Secretary Arthur Tugade instructed concessionaire San Miguel Corp. to start the construction sooner.


“We hope to start construction in April 2018, but Secretary Tugade wants us to start earlier. What we can say is that we will do our best to make this possible at the soonest possible time,” SMC Engineer Norberto Conti said during the briefing of the SEMME project.

The transport chief regarded the C-6 Expressway project as a project that was made possible with the full cooperation and support of concerned national and local government agencies and the private sector.

“Ngayon, nagpupulong tayo para maisakatuparan ang pangarap ng taumbayan na mapasimulan itong C-6 expressway project. Ang mensahe natin ngayong umaga — nagawa ang proyektong ito dahil united at buo ang gabinete ng Pangulo,” Tugade said.

The SEMME project is a 34.024-kilometer, six-lane, combined elevated and at-grade expressway with two directional traffic flow. It will start in the south with a connection to the existing Skyway Stage 1 in FTI, Taguig City, and would terminate in Batasan Complex in Quezon City. It will eventually connect to the North Luzon Expressway via Balagtas.



Aside from decongesting roads in Manila and Quezon City, particularly major road networks such as EDSA, C-5, Ortigas Avenue, and its extension, SEMME shall likewise provide commuters and motorists fast and direct access by South and Southeast, as well as Metro Manila inter-city travelers, to major international and domestic airports.

Once completed, travel time from Bicutan, Taguig to Batasan, Quezon City will be reduced to only 35 minutes.

The Philippines has one of the worst traffic in the world. Under President Rodrigo Duterte’s “Build, Build, Build” program, the Department of Public Works and Highways (DPWH) was tasked to build an expressway that would connect the northern and southernmost part of Luzon.


Luzon Spine Expressway Network 

The Luzon Spine Expressway is a 1,040 km network that aims to build an additional 18 expressways with a total road length of 655 km. It would then connect to the existing 12 expressway network spanning 385 km.


DPWH Secretary Mark Villar hopes that the new high standard highways will significantly ease the traffic and cut down travel time. Once the ambitious project is completed, the travel time from Metro Manila to San Fernando, La Union will be reduced from six (6) hours and 55 minutes to three (3) hours and 10 minutes. La Union to Bicol travel time will also be reduced from from 19 hours and 40 minutes to eight (8) hours and 15 minutes.


Included in the expressway network are the NLEX Harbor Link Project, Tarlac-Pangasinan-La Union Expressway, Central Luzon Link Expressway, Plaridel By-Pass Road Phase II, Metro Manila Skyway Stage 3, NLEX-SLEX Connector Road, among others.

NLEX Harbor Link Project 

The NLEX Harbor Link Project is a 5.7 km expressway, which traverses Karuhatan in Valenzuela City, Governor Pascual Avenue in Malabon City, and C3 road in Caloocan City.


Central Luzon Link Expressway (CLLEX)

The Central Luzon Link Expressway (CLLEX) is a 30-km expressway, which runs through the municipalities of La Paz, Zaragosa, Aliaga, and Caalibangbangan, to connect Tarlac and Cabanatuan.


Tarlac-Pangasinan-La Union Expressway (TPLEX)

The Tarlac-Pangasinan-La Union Expressway (TPLEX) 3rd section is a 25.83 km expressway which extends the existing 63.02 km alignment traversing Tarlac, Rosales and Urdaneta to Binalonan, Pozzurobio and La Union.


NLEX-SLEX Connector Road

The NLEX-SLEX Connector Road, an 8 km four lane expressway that will reduce travel time from NLEX to SLEX from 2 hours to only about 20 minutes.

The Metro Manila Skyway Stage 3, a 14.8 km, 6-lane expressway which will connect Balintawak in Quezon City to Buendia Makati. This will significantly ease traffic in EDSA especially during peak hours.

The first batch of fourth-generation train cars from Spain and Mexico to be used for the Light Rail Transit Line 1 (LRT-1) Cavite Extension Project arrived in the country on Tuesday, bringing the rail project closer to completion.

In a Facebook post, the Department of Transportation (DOTr) said the first batch, made up of eight train cars, was the first of a total of 120 train cars for the project.

During the arrival ceremony, Transportation Secretary Arthur Tugade said the project began 19 years ago but had “zero percent” of its right-of-way (ROW) certified as “free and clear” by an independent consultant in 2016 despite the ROW acquisition receiving its budget from Congress in 2007.

“Under the Duterte administration, we pushed and pushed hard. That is why today, we see the steps of the whole realization of this project – partial operability within this year, by accepting the trains and the cars,” Tugade said.

The project is a partnership among the DOTr, the Japan International Cooperation Agency (JICA), the Light Rail Transit Authority, the Light Rail Manila Corp., Mitsubishi Corp., Spanish rolling stock manufacturer Construcciones y Auxiliar de Ferrocariles (CAF), and CMX Consortium.

In the same event, Japanese Ambassador Kazuhiko Koshikawa pledged to work closely with the Philippine government, citing the December 14 commitment made by Japanese Prime Minister Suga to support President Rodrigo Duterte's “Build, Build, Build” program.


"The strategic partnership between Japan and the Philippines has proven that this pandemic is not a stumbling block that could stop us from reaching our destination. Japan is with the Philippines all the way and this unswerving support is very evident in the ‘Build, Build, Build’ program," Koshikawa said in a speech.

He said the fourth-generation train set manufactured by CAF is powered by select Japanese products and technology.

"(I) feel particularly upbeat about this Japan-Philippines-Spain trilateral cooperation. Our project contractor, Mitsubishi Corp., is working double time for the rehabilitation of LRT-1, and CAF’s rolling stock will surely be a vital component," Koshikawa said. "The arrival of the new light rail vehicles for Metro Manila’s LRT Line-1 signals a major uplift to its operations."


Once the project is completed, the LRT-1 will connect Baclaran and Bacoor, Cavite, reducing travel time from one hour and 10 minutes to 25 minutes.

As of December 31, the project was 51.61-percent complete, with recent construction works, such as bored piling, pier/portal column works, and Manila International Airport station foundation works.

The 18-kilometer portion of the new expressway, which covers the Tarlac, Rio Chico River Bridge and Aliaga sections, will benefit around 11,200 motorists and commuters.

It is also expected to shorten the travel time of 70 minutes between the cities of Tarlac and Cabanatuan to just 20 minutes.

Duterte said the event marks another milestone in his administration’s ambitious “Build, Build, Build” infrastructure program.

“This project will improve movement of goods going to and from Metro Manila and Central Luzon, which will be beneficial to entrepreneurs, consumers and the economy,” Duterte said in a keynote speech during the inauguration of the 18-kilometer Tarlac Interchange to Aliaga Section of CLLEX Project (Phase 1) in Tarlac City.

He said the new expressway would also allow commuters to “spend more time for their families and other productive activities” since they need not endure a longer travel time.

“I am sure that our kababayans (fellow countrymen) will be pleased that the usual 70-minute travel between these two major cities in Central Luzon will be reduced to just 20 minutes,” he said. “This new expressway should greatly benefit commuters going to and from Metro Manila and Cabanatuan City with a shorter commute.”

Duterte also thanked the Japanese government for helping fund the construction of CLLEX in support of the Philippines’ “Build, Build, Build” program.

“The infusion of PHP12 billion by the Japan International Cooperation Agency or JICA attests to the indispensable role of Japan as one of our important partners in attaining inclusive program through infrastructure development,” he said.

Duterte likewise lauded the Department of Public Works and Highways (DPWH) and its partners for the “speedy, efficient, and timely” completion of the 18-kilometer section of the CLLEX.

He guaranteed his fellow Filipinos that his administration remains committed to fulfilling its promise of providing them a “more comfortable life.”

“And, this assurance includes the effective, efficient, safe and timely completion of major infrastructure and transportation-related developments,” Duterte said. “Just keep in mind that transparency, accountability and integrity must be upheld in all our development projects.”

Duterte also noted that the entire 30-kilometer CLLEX Project, once completed, will help improve access to several localities in Tarlac and Nueva Ecija.

The DPWH has promised to complete the entire 30-kilometer expressway project within Duterte’s term, with the 10.30-kilometer Cabanatuan Section under Contract Package 4 already at 88.7 percent completion.

It is all systems go for the ceremonial inauguration of the Binondo - Intramuros Bridge Project, a much anticipated new bridge over Pasig River with attractive arch design that will become a new iconic landscape in Manila. 



Department of Public Works and Highways (DPWH) Undersecretary and Build Build Build Chief Implementer Emil K. Sadain confirmed during Sunday night inspection, April 3, 2022, that the beautifully designed bridge is ready for the upcoming inauguration ceremony on Tuesday, April 5, 2022.

Binondo - Intramuros Bridge

Binondo - Intramuros Bridge is among the two (2) China-grant bridges under the “Build, Build, Build" Program, the overarching program of infrastructure development and centerpiece of President Rodrigo Roa Duterte administration’s legacies for the Filipino people. 

The first bridge is the Estrella-Pantaleon Bridge which was inaugurated by the President last July 2021.



Implemented by DPWH-UPMO Roads Management Cluster 1 (Bilateral) headed by Project Director Benjamin A. Bautista with Project Manager Melchor Kabiling as overall project in-charge, the Binondo-Intramuros Bridge with a total length of 680-lineal meter involves the construction of four-lane 70 meters long and 21.65 meters wide basket-handle tied steel arch bridge connecting Intramuros at Solana Street and Riverside Drive and Binondo at Rentas Street and Muelle dela Industria having a viaduct structure over Estero de Binondo.

Another exit ramp in Binondo at Plaza del Conde Street will be opened by middle of April 2022.

The Binondo-Intramuros Bridge was designed in accordance with the new seismic specifications and taking into consideration the impact of climate change.



With cycling a reliable, sustainable, and alternative mode of transportation, bicycle riders may pedal worry-free on dedicated lane visibly marked by reflective thermoplastic road line.

DPWH to Inaugurate Binondo-Intramuros Bridge in Manila


A new milestone was reached by the Department of Public Works and Highways (DPWH) in the Davao City Bypass Construction Project with excavation works for the 2.3-kilometer twin tube road mountain tunnel now conducted at four (4) areas north and south portals.

Sadain together with Embassy of Japan in the Philippines Economic Affairs Minister Masahiro Nakata and Japan International Cooperation Agency (JICA) Chief Representative Takema Sakamoto led on June 9, 2022 the ceremonial kick-off of excavation activities for south portal tunnel southbound direction.

Undersecretary Sadain, in-charge of Unified Project Management Office (UPMO) Operations, explained that the road tunnel construction works using cutting-edge equipment and technologies were earlier started at north portal on November 19, 2021 for southbound direction and December 10, 2021 for northbound direction while excavation activities from opposite end at south portal northbound direction commenced last May 12, 2022.

Simultaneous tunnel portal construction activities on both ends will fast-track the completion of the soon to be first-ever long distance road mountain tunnel in the Philippines, Undersecretary Sadain said. 
Based on the report of Undersecretary Sadain to DPWH Acting Secretary Roger G. Mercado, construction of road tunnel at north portal has reached 202 meters at southbound and 91 meters at northbound.


The construction of road tunnel involves excavation of tunnel portal areas using the conventional "New Austrian Tunneling Method”, mucking or removal of soil from tunnel interior, initial shotcrete to protect from risk of fall materials and to prevent loosening during shotcrete application, steel ribs installation to provide effective structural protection, second shotcrete with wire mesh to secure stability, and rock bolt installation to provide bearing force and become a part of tunnel support system. 


The kick-off ceremony, following Filipino and Japanese traditions, at Barangay Matina Biao, Davao City was also attended by Councilor Edgar P. Ibuyan Jr. representing Davao City Mayor-elect Sebastian Z. Duterte; DPWH UPMO Roads Management Cluster 1 (Bilateral) Project Director Benjamin A. The 45.5-kilometer Davao City Bypass Construction Project is divided into six (6) contract packages (CP) with the on-going CP 1-1 covering a 10.7 kilometers of 4-lane highway and 18.9 kilometers CP 1-2 and CP 1-3 under procurement stage financed by Official Development Assistance (ODA) from JICA thru the Special Terms for Economic Partnership (STEP) Loan Agreement Nos. PH-P261 and PH-P273.  While for funding by the Government of the Philippines are CP 2-1, CP 2-2 and CP 2-3 with a total length of 15.9 kilometers. 



The opening of new road networks through the Davao City Bypass Construction Project is expected to usher more development opportunities as it will greatly improve Davao City's accessibility and traffic condition.

Other than the tunnel, CP 1-1 awarded to Shimizu – Ulticon - Takenaka  joint venture involves construction of four (4)-lane road with a length of 7.9 kilometers; three (3) pairs of bridges with total length of 500 meters including the Davao River Bridge; two (2) underpasses and two (2) overpasses; 12 waterways culverts; and four (4) at-grade intersection.

Starting from Davao-Digos section of the Pan-Philippine Highway in Brgy Sirawan, Davao City going to Davao-Panabo section of the Pan-Philippine Highway in Brgy J.P. Laurel, Panabo City, the project is expected to ease traffic situations along the areas.

The completion of the entire bypass road project will slash travel time to under 49 minutes from the usual 1 hour and 44 minutes.

DPWH unveils new Sorsogon coastal road.

Public Works and Highways Secretary Mark A. Villar announced that a new coastal road is now open from Rompeolas or the Sorsogon City’s baywalk up to Barangay Balogo, providing road travellers a pleasant view of the Sorsogon’s coastline.

Secretary Villar said that the four-lane Sorsogon City Coastal Road with a total length of 5.52 kilometer may be considered among the grandest “Build, Build, Build” projects in Bicol Region undertaken by DPWH Regional Office 5 and Sorsogon First District Engineering Office.

MORE THAN TRAFFIC DECONGESTION

In his report to Secretary Villar, Senior Undersecretary for Luzon Operations Rafael C. Yabut said that other than decongesting the heavy traffic in the main thoroughfare of Sorsogon City, this road was built to provide protection to the surrounding areas from storm surge especially that Bicol Region is among the most frequent path of typhoons entering the Philippine area of responsibility.

The completed coastal road with rock causeway and three (3) bridges with a total length of 110.70 lineal meter begins at junction Daang Maharlika traversing several barangays of Sirangan, Sampaloc, Balogo and will eventually connect to barangays Pangpang, Tugos, Cambulaga, and Talisay in Sorsogon City.


This road project is a realization of infrastructure development plans of Sorsogon Governor and former Senator Francis “Chiz” G. Escudero and Sorsogon City Mayor Maria Ester E. Hamor who  spearheaded the recent opening of the coastal road also attended by Undersecretary Yabut.

Governor Escudero described the Sorsogon Coastal Road as one of the best in the country as he expressed his gratitude to Secretary Villar and the Department for supporting the development of Sorsogon Province by constructing roads that will improve exchange of goods between barangays and towns.
