A new milestone was reached by the Department of Public Works and Highways (DPWH) in the Davao City Bypass Construction Project with excavation works for the 2.3-kilometer twin tube road mountain tunnel now conducted at four (4) areas north and south portals. 

DPWH Undersecretary and Build Build Build Chief Implementer Emil K. Sadain together with Embassy of Japan in the Philippines Economic Affairs Minister Masahiro Nakata and Japan International Cooperation Agency (JICA) Chief Representative Takema Sakamoto led on June 9, 2022 the ceremonial kick-off of excavation activities for south portal tunnel southbound direction.

Undersecretary Sadain, in-charge of Unified Project Management Office (UPMO) Operations, explained that the road tunnel construction works using cutting-edge equipment and technologies were earlier started at north portal on November 19, 2021 for southbound direction and December 10, 2021 for northbound direction while excavation activities from opposite end at south portal northbound direction commenced last May 12, 2022.

Simultaneous tunnel portal construction activities on both ends will fast-track the completion of the soon to be first-ever long distance road mountain tunnel in the Philippines, Undersecretary Sadain said. 
Based on the report of Undersecretary Sadain to DPWH Acting Secretary Roger G. Mercado, construction of road tunnel at north portal has reached 202 meters at southbound and 91 meters at northbound.


The construction of road tunnel involves excavation of tunnel portal areas using the conventional "New Austrian Tunneling Method”, mucking or removal of soil from tunnel interior, initial shotcrete to protect from risk of fall materials and to prevent loosening during shotcrete application, steel ribs installation to provide effective structural protection, second shotcrete with wire mesh to secure stability, and rock bolt installation to provide bearing force and become a part of tunnel support system. 


The kick-off ceremony, following Filipino and Japanese traditions, at Barangay Matina Biao, Davao City was also attended by Councilor Edgar P. Ibuyan Jr. representing Davao City Mayor-elect Sebastian Z. Duterte; DPWH UPMO Roads Management Cluster 1 (Bilateral) Project Director Benjamin A. Bautista; Embassy of Japan 1st Secretary Jumpei Tachikawa; JICA Representative Ochi Kaoru; Davao City District Engineer Richard Ragasa; Project Managers  Joselito Reyes and Joweto V. Tulaylay; Engrs. Juan M. DiƱa Jr. and Earl Nicholas F. Rada; and officers of the consultants Nippon Koei Ltd., Katahira & Engineers International, Nippon Engineering Consultants Co., and PhilKoei International Inc.

The 45.5-kilometer Davao City Bypass Construction Project is divided into six (6) contract packages (CP) with the on-going CP 1-1 covering a 10.7 kilometers of 4-lane highway and 18.9 kilometers CP 1-2 and CP 1-3 under procurement stage financed by Official Development Assistance (ODA) from JICA thru the Special Terms for Economic Partnership (STEP) Loan Agreement Nos. PH-P261 and PH-P273.  While for funding by the Government of the Philippines are CP 2-1, CP 2-2 and CP 2-3 with a total length of 15.9 kilometers. 



The opening of new road networks through the Davao City Bypass Construction Project is expected to usher more development opportunities as it will greatly improve Davao City's accessibility and traffic condition.

“On behalf of DPWH, I would like to thank the Government of Japan thru JICA together with other development partners Asian Development Bank, World Bank, Export Import Bank of Korea, and Export-Import Bank of China for taking a great part in bolstering the Philippines’ stride to reach the peak of infrastructure development through the “Build, Build, Build” Program that will elevate living condition and benefit every Filipino”, added Undersecretary Sadain.

Other than the tunnel, CP 1-1 awarded to Shimizu – Ulticon - Takenaka  joint venture involves construction of four (4)-lane road with a length of 7.9 kilometers; three (3) pairs of bridges with total length of 500 meters including the Davao River Bridge; two (2) underpasses and two (2) overpasses; 12 waterways culverts; and four (4) at-grade intersection.

Starting from Davao-Digos section of the Pan-Philippine Highway in Brgy Sirawan, Davao City going to Davao-Panabo section of the Pan-Philippine Highway in Brgy J.P. Laurel, Panabo City, the project is expected to ease traffic situations along the areas.

The completion of the entire bypass road project will slash travel time to under 49 minutes from the usual 1 hour and 44 minutes.

What is C-5 Road?

Circumferential Road 5 (C-5), commonly referred to as C-5 Road, forms a crucial part of Metro Manila's transportation network, serving as the fifth beltway in the region. Stretching across approximately 43.87 kilometers (27.26 mi), it links several key cities including Las PiƱas, ParaƱaque, Pasay, Pasig, Quezon City, Taguig, and Valenzuela.

C-5 Road Routes & Segments

Running parallel to the four other beltways encircling Metro Manila, C-5 Road stands out as one of the region's primary transportation arteries, second only to Circumferential Road 4 in importance.

Originally designed to extend from Navotas in the north, C-5 Road remains incomplete due to various challenges related to right-of-way issues. However, segments of the road are already operational, facilitating public travel within the metro.

A significant milestone was reached on July 23, 2019, with the connection of two segments of the route through the completion of the C-5 Southlink Expressway. This development, featuring a 2.2-kilometer (1.4 mi) flyover over the Skyway and the South Luzon Expressway (SLEX), marked a significant step forward in enhancing connectivity and easing traffic congestion along the C-5 corridor.



C-5 Road Routes & Segments

Circumferential Road 5, runs parallel to other circumferential roads within Metro Manila, notably EDSA of C-4. Spanning several key cities including Valenzuela, Quezon City, Pasig, Taguig, Pasay, ParaƱaque, and Las PiƱas, with a brief section in Makati until 2023, C-5 plays a crucial role in the region's transportation network. Divided into various segments, each section serves specific areas and purposes.


NLEX Harbor Link

The NLEX Harbor Link, encompassing Segment 8.1 (Mindanao Avenue Link), begins at MacArthur Highway in Karuhatan, Valenzuela, and extends to the Harbor Link Interchange—a cloverleaf interchange with the North Luzon Expressway (NLEX) mainline. This segment, also known as NLEX Segment 9, is part of C-5 Road. Moving from the interchange towards Mindanao Avenue, it transforms into NLEX-Mindanao Avenue Link or NLEX Segment 8.1, spanning 2.7 kilometers (1.7 mi) and designated as part of C-5 Road.


Mindanao Avenue

Transitioning from the NLEX Segment 8.1, C-5 shifts southeast, transitioning into Mindanao Avenue. This broad 10-lane thoroughfare serves as a vital transportation corridor for Barangays Talipapa and Tandang Sora in Quezon City. A significant portion of Mindanao Avenue, stretching 3.5 kilometers (2.2 mi) from NLEX Segment 8.1 to Congressional Avenue, forms part of C-5 Road.


Congressional Avenue

At the junction with Mindanao Avenue, C-5 veers northeastward, becoming Congressional Avenue. Stretching 3.9 kilometers (2.4 mi) up to Luzon Avenue, this six-lane divided carriageway serves as a primary east-west route for several barangays in Quezon City, including Bahay Toro, Culiat, Pasong Tamo, and Tandang Sora.


Luzon Avenue

Continuing eastward from Congressional Avenue Extension, C-5 transforms into Luzon Avenue—a four-lane divided city road connecting Barangays Culiat and Matandang Balara. This segment, spanning 850 meters (2,790 ft) up to Commonwealth Avenue, includes the prominent Luzon Avenue Flyover facilitating seamless traffic flow across Commonwealth Avenue.


Tandang Sora Avenue

South of Commonwealth Avenue, C-5 assumes the name Tandang Sora Avenue. Running for 1 kilometer (0.62 mi) around the University of the Philippines Diliman campus, this section extends to the junction with Magsaysay Avenue. While originally planned to cover the entire 9.6-kilometer (6.0 mi) stretch, only the 1-kilometer portion from Luzon Avenue Flyover to Magsaysay Avenue is designated as part of C-5 Road.



Katipunan Avenue

Upon intersecting Magsaysay Avenue, C-5 turns southward, transitioning into Katipunan Avenue. This expansive ten-lane divided carriageway serves as a vital transportation artery for various barangays in Quezon City. Stretching 4.8 kilometers (3.0 mi) until its junction with Bonny Serrano Avenue, Katipunan Avenue features a four-lane divided underpass descending from Katipunan Avenue to Libis Flyover, linking to E. Rodriguez Jr. Avenue.


Bonny Serrano Avenue

Traversing a section of Colonel Bonny Serrano Avenue, C-5 serves as a connecting corridor for 500 meters (1,600 ft) between Katipunan Avenue and Eulogio Rodriguez Jr. Avenue. Notable features include the Libis Tunnel and Libis Flyover, facilitating smooth traffic flow between eastbound and westbound lanes.


Eulogio Rodriguez Jr. Avenue

At the junction with Bonny Serrano Avenue and FVR Road, C-5 transitions into Eulogio Rodriguez Jr. Avenue—a 6.7-kilometer (4.2 mi), ten-lane divided thoroughfare linking Quezon City and Pasig. Culminating at Pasig Boulevard, the road continues onto C.P. Garcia Bridge, traversing the Pasig River and transforming into Carlos P. Garcia Avenue. Named after former representative and governor Eulogio Rodriguez Jr., this avenue is a vital lifeline for commuters between the two cities.


Carlos P. Garcia Avenue

Beyond the C.P. Garcia Bridge, C-5 assumes the name Carlos P. Garcia Avenue—a fourteen-lane divided thoroughfare serving western Taguig. Passing through a section of Embo (formerly part of Makati) and traversing Taguig, the avenue offers access to key destinations including Bonifacio Global City. It intersects with exit ramps to the C-5 Southlink Expressway and the South Luzon Expressway before concluding at the intersection with East Service Road.


C-5 Road Extension

Continuing beyond the South Luzon Expressway, C-5 extends as C-5 Road Extension from West Service Road near Merville Exit of SLEX in Pasay. It serves as the frontage roads for C-5 Southlink Expressway in Pasay, navigating past Ninoy Aquino International Airport and into ParaƱaque. Crossing Dr. A. Santos Avenue and Diego Cera Avenue, it terminates at the Manila-Cavite Expressway (CAVITEX) in Las PiƱas. Future developments include the extension of the LRT Line 1 along segments of the Las PiƱas stretch of C-5 Road Extension.

I've been to several cities and places in this province and my favorites are Tagaytay City, Mendez, Alfonso, Amadeo and Silang. They are the ones located near the upland areas in the south part of the province. 

But if you are into beaches, Noveleta, Naic, Rosario, Tanza and Ternate must be on your list!


ABOUT CAVITE (PROVINCE)

Cavite, officially the Province of Cavite (Tagalog: Lalawigan ng Kabite; Chabacano: Provincia de Cavite), is one of the 5 provinces in Calabarzon region in Luzon, Philippines. 

Located on the southern shores of Manila Bay and southwest of Manila, it is one of the most industrialized and fastest-growing provinces in the Philippines.


The de facto capital and seat of the government of the province is Trece Martires, although Imus is the official (de jure) capital.

BEST TIME TO VISIT CAVITE

The busiest month for tourism in Cavite, the Philippines is May, followed by April and January. Prices for hotels and flights will be most expensive during these months, though you can save if you purchase well in advance. Tourists are unlikely to visit Cavite in November. Those willing to visit at these times will likely find it the least expensive month.

Average temperatures in Cavite vary very little. Considering humidity, temperatures feel hot all year with a fair chance of precipitation about half of the year.


If you’re looking for the very warmest time to visit Cavite, the hottest months are May, April, and then June. See average monthly temperatures below. Ruins at Corregidor

Corregidor is an island located at the entrance of Manila Bay in the southwestern part of Luzon in the Philippines. Due to this location, Corregidor has historically been fortified with coastal artillery batteries to defend the entrance of Manila Bay and Manila itself from attacks by enemy warships.

Corregidor (Fort Mills) is the largest of the islands that formed the harbor defenses of Manila Bay, together with El Fraile Island (Fort Drum), Caballo Island (Fort Hughes), and Carabao Island (Fort Frank), which were all fortified during the American colonial period. 

One thing not to miss during your stay on this island is to explore the Malinta Tunnel. it is a tunnel complex built by the United States Army Corps of Engineers on the island of Corregidor in the Philippines. It was initially used as a bomb-proof storage and personnel bunker, but was later equipped as a 1,000-bed hospital.

The main tunnel, running east to west, is 831 feet (253 m) long, 24 feet (7.3 m) wide and 18 feet (5.5 m) high. Branching off from this main shaft are 13 lateral tunnels on the north side and 11 lateral tunnels on the south side. Each lateral averaged 160 feet (49 m) in length and 15 feet (4.6 m) in width.

The Emilio Aguinaldo Shrine is a national shrine located in Kawit, Cavite in the Philippines, where the Philippine Declaration of Independence from Spain was declared on June 12, 1898.

To commemorate the event, now known as Araw ng Kalayaan or Independence Day, a national holiday, the Philippine flag is raised here by top government officials on June 12 each year. The house is now a museum.

This city is filled with magnificent view of Taal (lake and volcano), variety of food, classy hotels, cozy staycation, overwhelming malls and supermarkets. You won't run out of activities here!

For those seeking a refreshing spot to unwind, visit Balite Falls in Amadeo, Cavite. Its enchanting waterfalls are among the several emerging attractions in Cavite. Enclosed inside a 4-hectare property, the Balite Falls has refreshing cold water gushing down a natural swimming pool.

Upon entering the falls, you will need to pay an entrance fee. There are also surrounding cottages available for rent.


UNWIND AT RIVERFRONT GARDEN RESORT (Maragondon)


In 1996, Riverfront Garden Resort was still barren land that was beside the river, it was bought by a German retired businessman for his beloved wife as a gift of their love. It started out as the Missus private farm, where she planted a thousand of her favorite mahogany tree.

A few years later, their children grew up and the couple built a small Hansel and Gretel house in the middle of the one (1) hectare property. It was created similar to the children favorite fairytale. It became the children’s playhouse whenever they felt like a time away from home. The kids grew up and once again the land had been left unused and cared for by their caretakers. It was almost sold a few times, but due to its sentimental value, the couple could never let it go.

The Diocesan Shrine and Parish of the Our Lady of the Pillar - Imus Cathedral, commonly known as the Imus Cathedral, is a Roman Catholic cathedral church in the city of Imus, in the province of Cavite, Philippines. The city, which is the capital of the province, also serves as the seat of the bishop of the Diocese of Imus, the diocese that has jurisdiction over the entire Civil Province of Cavite.

Enshrined inside the cathedral is the original, miraculous and canonically crowned image of Nuestra Senora del Pilar de Imus (Our Lady of the Pillar). The said title of the Blessed Virgin Mary serves as the titular patroness of the Diocese of Imus, Province of Cavite, as implied by then pope, now a saint, John


GO TO PATUNGAN BEACH (Maragondon)


This beach can be found in Maragondon, Cavite. Situated at the southern side of Mt. Palay Palay, Patungan Beach Cove boasts its light brown sand, impressive rock formations, and breathtaking views of nearby islands.

To get there, you have to traverse the Nasugbu-Ternate Highway. You will drive across the 300-meter Kaybiang Tunnel, the longest road tunnel in the Philippines. Patungan Beach Cove is located at the farther end of the tunnel and there is no entrance fee here. However, cottages have a rental fee.

Apart from its scenic beach, you can find a fishing village, which serves as the main livelihood of the locals.


JOYRIDE TO KAYBIANG TUNNEL (Maragondon)


Speaking of the longest road tunnel in the country, this tunnel must not be left out of the list. I've been here a few times and both of my visits, I stopped for a selfie. Yes, this tunnel is one of the famous tourist spots in Cavite especially for those riders who love road trips. That's why it is always crowded mostly during weekends.

The tunnel connects Batangas via Nasugbu to Cavite via Maragondon.

CLIMB THE PICO DE LORO (Maragondon)

Also named as Mt. Palay Palay, it is a dormant volcano that stands between Maragondon, Cavite, and Nasugbu, Batangas. The name “Pico de Loro” means parrot’s beak, which forms a resemblance to the mountain’s summit.

Its breathtaking summit offers an unobstructed view of the nearby provinces of Laguna and Batangas.  It is one of the top hiking destinations in the Philippines.

Aside from this mountain, Pico de Loro is also a beach cove in Nasugbu, Batangas.

TRANSPORTATION IN CAVITE

Just like the Metro Manila, Cavite's mode of transportation is mostly via public utility vehicle such as jeepneys (PUJ) and buses (PUB). Some of the inner areas of each cities and municipalities use tricycle as an alternative transportation.

The biggest change in Cavite's transportation is the extension of LRT1 where it caters some of entry points in Bacoor.

Emilio Aguinaldo Highway

Aguinaldo Highway, also known as Cavite–Batangas Road and Cavite-Manila South Road, is a four-to-six lane, 41.4-kilometer, the most commonly used road in Cavite.

Cavite's transport infrastructure has not kept in pace with the mushrooming of industrial and commercial activities resulting to quilts of urban sprawl, traffic congestion and increased road accidents. The section of Aguinaldo Highway (in Bacoor, Imus and Dasmarinas) serving as a major link between the province and the national capital Manila is currently experiencing traffic volume 20% in excess of its designed capacity.

Some of the expressways you can use going to, from and around Cavite are the SLEX, CALAX and CAVITEX.

TRAVEL GUIDE: 10+ Things to do in Cavite (Tourist Spots and Activities)


Tucked deep in the mountains of Pingxi District, Shifen Old Street (ååˆ†č€č”—) is one of the most enchanting places to visit in northern Taiwan.



Known for its nostalgic railway setting and the mesmerizing tradition of releasing sky lanterns, Shifen offers a magical blend of culture, food, and scenic beauty.


In this guide, we’ll share everything you need to know about visiting Shifen Old Street, including our personal experience launching a lantern, trying some unique street food, and capping off the visit with a walk to Shifen Waterfall.

Getting to Shifen from Yehliu Geopark

After our morning visit to Yehliu Geopark, we continued our full-day tour (booked through Klook) to Shifen Old Street. Traveling from Yehliu Geopark to Shifen Old Street offers a scenic and memorable experience through some of northern Taiwan’s most picturesque landscapes.

The journey takes around 30 to 35 minutes by car, covering approximately 28 kilometers, but it’s more than just a point-to-point trip—it’s an exploration of winding coastal roads, forested hills, and charming countryside.

After soaking in the geological wonders of Yehliu Geopark, we started our ride by exiting through Yuao Road, slowly weaving out of the coastal area.

Provincial Highway 2

The air still carried a hint of ocean breeze as we merged onto Provincial Highway 2 (台2ē·š), a road that hugs Taiwan’s northern shoreline. With the sea on one side and rugged hills on the other, it was hard not to be distracted by the view.

A little further along, we veered inland onto Provincial Highway 2A (台2ē”²ē·š). This route led us through quieter parts of Keelung and into the more mountainous terrain toward Ruifang District.

Soon, we found ourselves on Provincial Highway 62 (台62ē·š), a freeway that made it easy to cover ground quickly while still offering glimpses of green valleys and rolling hills.

One of the longest tunnels is found in the area. It runs through Jifu Road which said to be 2.6 km in length.

The tunnel entry begins from Nuandong Observation Deck in Keelung City and exits near the Taiwan Coal Mine Museum in New Taipei City.

From the expressway, we exited onto County Road 106 (106ēø£é“)—a scenic mountain route that gradually brought us deeper into the Pingxi District.

The road narrowed here, winding through forests, tunnels, and sleepy villages, the kind of drive that feels like you’ve been transported into a Studio Ghibli film.


As we approached Shifen, signs of life grew livelier—tourist vans, locals setting up stalls, and the distant sound of trains that run parallel to the old street.




The Sky Lantern Experience in Shifen Old Street

One of the most iconic things to do in Taiwan is to release a sky lantern, and Shifen is the only legal place in the entire country where you can do this.


Located right on a still-operating train track of Taiwan Railways (Pingxi Line), Shifen Old Street buzzes with activity, nostalgia, and the steady rhythm of lanterns lifting into the sky.

We booked our sky lantern experience as part of the tour, which included a voucher for a four-colored lantern.

We shared a lantern with our friends, Manalos and chose a four-colored lantern with red, yellow, blue, and pink—covering our wishes for good health, success, love, and prosperity.


Before launching it, we each took a side to write down our personal hopes using brushes and ink provided by the vendor.


It was both a reflective and joyful moment as we watched it float up into the sky, rising higher and higher until it disappeared into the clouds.

While the lanterns are biodegradable, they eventually fall back down into the forested areas surrounding the village.


That’s why locals in Shifen are paid to collect fallen lanterns, earning NT$7 to NT$12 per piece depending on the condition. This eco-friendly incentive keeps the area clean and provides supplemental income for residents.


What to Eat at Shifen Old Street

Beyond the lanterns, Shifen Old Street is also a haven for street food lovers. We explored the small alleyways lined with vendors selling everything from grilled seafood to sweet potato balls.


Here are the snacks we tried and recommend:


Rice-Stuffed Chicken Wings

These wings are deboned and filled with sticky rice, then grilled to perfection. The smoky aroma and savory stuffing make them an irresistible savory treat.


Peanut Ice Cream Roll with Cilantro

Yes, cilantro in dessert—and it surprisingly works! This local delicacy features shaved peanut brittle, scoops of vanilla ice cream, and fresh coriander all wrapped in a delicate crepe-like skin. The blend of sweet, salty, and herbal flavors is uniquely Taiwanese.


There are also other options like Taiwanese sausages, fried mushrooms, and bubble tea if you’re up for a little food adventure.




A Short Walk to Shifen Waterfall

After enjoying snacks and lanterns, we walked a few hundred meters to the nearby Shifen Waterfall (十分大ē€‘åøƒ), often referred to as the "Niagara of Taiwan."

It’s about a 15- to 20-minute walk from the old street, following a scenic trail with suspension bridges and viewing platforms.

With a width of 40 meters and a height of 20 meters, the waterfall forms a beautiful horseshoe shape and creates misty rainbows when the sun hits it just right.

We spent nearly an hour here, taking photos, enjoying the cool breeze, and simply relaxing after a busy but beautiful day.



How to Get to Shifen

Traveling from Taipei to Shifen offers a delightful journey through Taiwan's scenic landscapes, whether you opt for public transportation or drive. Here's how you can make the trip:

  1. Taipei Main Station to Ruifang Station:

  2. Ruifang Station to Shifen Station:

    • Transfer to the Pingxi Line, a charming branch line that meanders through lush valleys.
    • Duration: Approximately 30 minutes.
    • Cost: Around NT$20.
    • Total Travel Time: Approximately 1.5 to 2 hours, depending on transfer times.

  • Duration: Approximately 1 hour and 26 minutes.

  • Cost: Around NT$90.
