The Department of Transportation (DOTr) and the Metro Rail Transit Line-3 are extending the "Libreng Sakay" program, allowing the commuting public to enjoy the free rides until May 30.


In an announcement Wednesday the DOTr and MRT-3 said the program would "continue helping our commuters ease their financial burden amid inflation and rising fuel prices."

The free ride program – meant to celebrate the completion of the MRT-3’s rehabilitation and ease the burden of rising fuel prices on the public – began on March 28 and was initially set to end on April 30.

To continue providing assistance to the riding public in their commuting needs, the MRT-3 Management and the Department of Transportation (DOTr) have decided to extend for another month the implementation of the FREE RIDE or "LIBRENG SAKAY" program in MRT-3.

Passengers will be able to continue enjoying free rides at the rehabilitated MRT-3 line until 30 May 2022, anytime between the rail line’s operating hours from 4:40 a.m. and 10:10 p.m.

A total of 7,227,434 passengers as of 26 April 2022 have benefitted from the MRT-3 FREE RIDE program, which was launched on 28 March 2022 and set to initially end by 30 April 2022.


DOTr Secretary Art Tugade said the extension of the FREE RIDE program hopes to continue ease the financial burden of commuters amid inflation and rising fuel prices, especially with more workers returning to on-site work.

"Gumanda at nagbago ang ridership ng MRT-3. Bago mag-pandemya, 260,000. At bagama’t may pandemya, ‘yung ridership ay umaabot sa 280,000. At ngayon, nasa 300,000 na ang naisasakay ng MRT-3 at naihahatid nang ligtas, kumportable, at walang aberya. Napapanahon na i-extend pa natin ang LIBRENG SAKAY sa MRT-3 upang mas maraming Pilipino ang makinabang,” said Secretary Tugade.

According to MRT-3 OIC-General Manager and Director for Operations Michael J. Capati, the increasing ridership of MRT-3 attributed to the implementation of the FREE RIDE and the return of many to on-site work has also allowed the rail line to further test its capacity and performance following the completion of its massive rehabilitation. 

“We saw a definite increase in our ridership when we implemented the FREE RIDE in MRT-3. So it was also productive on our part because we were able to test the capacity and performance of our fully rehabilitated railway system,” said OIC-General Manager Capati.

MRT-3 recorded an average weekday ridership of 306,986 from 28 March to 26 April 2022, a 26.95% increase from the average weekday ridership of 241,800 from 1 March to 27 March 2022 prior to the implementation of the FREE RIDE program. The highest single-day ridership was recorded on 8 April 2022 when 335,993 passengers took the MRT-3, a 19.4% increase from the record-high 258,989 ridership logged on 25 March before the FREE RIDE program. The MRT-3 records an average weekday ridership of 250,000 to 300,000 prior to the pandemic. 

MRT-3 OIC-General Manager Capati added the extension of the FREE RIDE program will further allow the MRT-3 to test its capacity in accommodating up to or more than 350,000 passengers daily.
To augment the rail line’s capacity, the MRT-3 Management will also continue deploying 4-car CKD train sets on the revenue line during peak hours. A 4-car train set can accommodate up to 1,576 passengers.

The MRT-3 Management and its maintenance provider, Sumitomo-MHI-TESP, completed the rehabilitation of the rail line last December 2021. On 22 March 2022, no less than President Rodrigo Duterte led the inauguration of the fully-rehabilitated MRT-3 at the Shaw Boulevard station in Mandaluyong City.

Following its rehabilitation, the MRT-3 now operates at the speed of up to 60 kph from the previous 25 kph. The number of trains have also increased from as few as 15, now up to 23 operational trains. Meanwhile, the headway or the waiting time between trains has been reduced from around 10 minutes to as low as 3.5 minutes.

Under the MRT-3 rehabilitation project, the entire stretch of the line's mainline tracks was replaced and rehabilitated. Also upgraded were the line's power supply, overhead catenary system, rolling stock, communications and signaling system, stations, as well as depot facilities and equipment.

Libreng Sakay in Baguio is part of the Department of Transportation's Service Contracting Program Phase 3, which was launched on April 11.

Aside from providing free rides for commuters, it also aims to financially support transport workers by providing weekly performance-based incentives based on the number of trips they make per week.

This program has also been rolled out in various parts of Luzon, Visayas, and Mindanao. And yes, that includes Baguio City, a well-known tourist spot where travelers can go from one place to another by just hopping on one of the e-jeeps.



According to the Land Transportation Franchising and Regulatory Board in the Cordillera Administrative Region, up to 76 modernized public utility jeepneys ply the following routes on a daily basis as part of the Service Contracting Program:

  • Baguio Plaza - Aurora Hill
  • Bontoc – Bauko, Mt Province
  • Ambayao - La Chesa, Baguio City
  • Baguio City - La Trinidad
  • Baguio Plaza - BGH - Campo Sioco
  • Baguio Plaza – Camp 8- Poliwes- San Vicente



Phase 3 of the Service Contracting Program is expected to run until December or "until all the funds allotted are exhausted."

The Metro Rail Transit Line 3 (MRT-3) is ready to serve up to 400,000 passengers per day, more than double its current average ridership.

In a Zoom briefing on Friday, MRT-3 Officer-in-Charge, General Manager Michael Capati, said the MRT-3 currently accommodates 248,000 to 260,000 passengers a day, with an average fare collection of PHP2.7 million.

With the MRT-3 set to offer free rides to all passengers from March 28 to April 30, he said the average number of passengers per day may increase to 300,000 to 400,000 per day, depending on the Covid-19 pandemic situation.

“Ready naman po ang ating pasilidad, ang ating capacity, kaya po nagte-test na po tayo ng four-car trains. Dahil ang four-car trains po natin can accommodate a maximum of 1,576 passengers (Our facilities, capacity, are ready, and that’s why we’re testing four-car trains because these can accommodate a maximum of 1,576 passengers),” Capati said.

The current three-car train setup of the MRT-3 can accommodate around 1,100 passengers per train.

To ensure that the MRT-3 can accommodate as many passengers as possible during the first day of the free ride program, he said two four-car trains will be dispatched from MRT-3’s during the peak hours of 7 a.m. to 9 a.m. and 5 p.m. to 7 p.m.

There will also be 18 three-car trains that will traverse the route between North Avenue, Quezon City and Taft Avenue in Pasay City.

Capati said the four-car train setup is the future of MRT-3, with plans to combine the old Czech CKD train cars with the newer Chinese Dalian train cars for four-car operations.

“From three-car train sets, magiging (it will be) four-car train sets. So, slowly, ina-achieve natin ‘yan (From three-car train sets to four-car train sets. Slowly, we will achieve that),” Capati said.

To date, he said 48 out of 72 CKD train cars have been overhauled, with the rest expected to be completed within the year, while nine Dalian trains are “provisionally accepted”.

The remaining 39 are to undergo further testing.

'Free ride' program

With the MRT-3 expected to lose an average of PHP2.7 million in revenue per day of operation during the month-long free ride program, Capati said its operational expenses will be covered through its PHP7 billion budget under the General Appropriations Act of 2022.

“Ang mga rider ng MRT-3 ay currently subsidized na po at dahil meron tayong tinatawag na libreng sakay, fully subsidized na po ang buong gastos ng isang pasahero sa kanyang biyahe sa (MRT-3 riders are currently already subsidized, and because we have the free ride program, the passenger fares will be fully subsidized for all passengers of the) MRT-3,” Capati said.

To avail of free rides, passengers must have a stored-value Beep card or a single-trip card.

The MRT-3 will be available for free rides at all hours, except on April 12 to 17 when it goes on its annual Holy Week maintenance shutdown.

The Department of Transportation (DOTr) has extended the Metro Rail Transit-3 (MRT-3) free ride for commuters until June 30.

In a public advisory on Wednesday, DOTr Secretary Art Tugade said through the extension, the government aims to let more Filipinos enjoy the much-improved and newly rehabilitated MRT-3 for free.

“Layon ng DOTr at DOTr MRT-3 Management, na patuloy na makapaghatid ng tulong sa ating mga kababayang patuloy na naaapektuhan ng pagtaas ng mga bilihin at krudo (The DOTr and the DOTr MRT-3 Management aim to continue providing assistance to our fellowmen affected by the increase in prices of basic goods and oil products),” Tugade said.


On March 28, President Rodrigo Duterte launched the free MRT-3 ride in celebration of the significant improvement of the MRT’s services after aggressive rehabilitation and procurement of additional trains.

The free ride, which was originally slated only until May 30, is extended until the last day of the Duterte Administration.

DOTr data on May 24 showed that over 15 million commuters have benefited from the free MRT-3 ride.

These buses are air-conditioned and have plenty of space for your luggage, ensuring a comfortable ride between any of the terminals – whether you're hopping from T1 to T3, T4 to T2, or any other combination.

While this shuttle service used to run about once an hour, NNIC has been working to improve passenger mobility. You might find the buses are now more frequent than before, with aims to cut down those waiting times. Still, it's always smart to allot ample time for transfers – sometimes you just miss a bus!




How to Hop On

It’s pretty straightforward! Just show your ticket or boarding pass to the driver. The only catch is your onward flight needs to be within the next 24 hours.


Where to Catch Your Shuttle

Knowing where to wait is half the battle. Here's where you'll find the free shuttle bus at each terminal's arrival curbside:

  • Terminal 1: Keep an eye out for a huge sign that says "AIRPORT SHUTTLE / TRANSFER SERVICE" at the arrival curbside. You can't miss it!

  • Terminal 2: Head to the arrival curbside, right next to pick-up bay 19.

  • Terminal 3: This one takes a little walk. After you exit the baggage claim area, turn left and stroll towards the very end of the terminal. Once you reach the far end, turn left again. You should then spot the sign for the "Terminal Transfer Bus" or "For passengers with connecting flights to Terminal 1, 2, and 4."

Need to Dash? Your Paid Alternatives

ABOUT STAR CITY

Star City is a 35,000 m2 (380,000 sq ft) amusement park in Pasay, Philippines. It is located in the reclaimed area of the Cultural Center of the Philippines Complex, part of Bay City. The facility is owned by Star Parks Corporation, a subsidiary of Elizalde Holdings Corporation (the holding company of the FJE Group of Companies).

Star City was hit by a fire on October 2, 2019, causing major damage to the main building and forcing its closure. Prior to the fire, Star City had an annual attendance of about 1.5 million people. Star City had more than 30 different rides and attractions at the time of the fire, many of which were indoors. 

The park had initially planned to re-open by January 14, 2022, but due to a surge of COVID-19 cases in Metro Manila brought by the Omicron variant, it has been postponed until February 24, 2022.

Star City is located within the Cultural Center of the Philippines complex in Pasay City. Only 15 mins. from Makati City, 5 mins. from Manila City. Only 15 mins (via Espana), 30 mins (via EDSA) from Quezon City. Only 15 mins from the Manila International and Domestic airports.

Here are the directions you can use to travel to Star City:

Via Public Transportation

  • You can get to Star City from any point as long as you know how to get to LRT1 Vito Cruz Station. From there, you can ride an orange jeepney to CCP/PICC. The theme park is within walking distance from where you will be alighted.
  • If you’re around Taguig, you can ride a jeepney to Pasay PICC from Market! Market!

Via Private Vehicle

  • If you’re traveling in your private vehicle, you can get to Star City with the help of GPS applications. Just make sure to be ready for a minimal parking fee in the park.

Before You Go To Star City...

In compliance with IATF guidelines under Alert Level 2, the following shall be implemented effective February 24, 2022:

  • WHAT KIND OF TICKETS DO YOU SELL?
    We only sell the Star Pass and the Star Pass plus Snow World. 

    The Star Pass gives access to the park and all rides, subject to individual ride restrictions. Price is P549. Snow World is subject to a separate fee. 

    The Star Pass plus Snow World gives access to the park and all rides and Snow World, subject to individual ride restrictions. Price is P709.

    Please note that coin and token operated rides and games are subject to separate fees.

    We do not sell entrance only tickets. The Star Pass has both an admission fee component (P80) and rides/facilities component. It is however sold as a single bundled whole.

  • WHERE CAN I BUY STAR PASS & SNOW WORLD PASSES?
    To be sure you are purchasing valid and genuine tickets, purchase only from www.starcity.com.ph or the Star City Gate.

  • CAN I AVAIL OF THE PWD & SENIOR CITIZENS DISCOUNT?
    Yes, PWD & Senior Citizen discount can be availed of at the designated priority lane located at the main entrance. The online system cannot process PWD or Senior Citizen discount eligible purchases.

  • ARE CHILDREN FREE OF CHARGE?
    Children below 34 inches may enter for free.

  • ARE PETS ALLOWED?
    Pets are not allowed inside the park.

  • ARE FACE MASKS REQUIRED? 
    Under Alert Level 1, face masks should be worn at all times while inside the park’s premises.

  • DO YOU ALLOW BRINGING IN OF FOOD AND BEVERAGE INSIDE THE PARK?
    Food and beverage from outside are not allowed to be brought inside the park except for baby milk and food items.

  • IS A HEALTH DECLARATION REQUIRED?
    Under Alert Level 1, health declaration forms are no longer mandatory.

Rules and Regulations

  • In order to provide a safe, comfortable environment for all of our guests, our security officers will conduct bag/baggage checks at the main entrance.
  • Pets are not allowed
  • Parents and guardians are responsible for the safety of their children while inside the park.
  • Certain items which are deemed dangerous or offensive may be prohibited from being brought into the park. Illegal drugs, firearms, other harmful items, as well as two-way radios are strictly prohibited inside the park.
  • With the exception of baby food items, outside food and/or beverages are not allowed inside the park.
  • Star City reserves the right not to allow persons with heart ailments, motion sickness, or other medical, physical or mental conditions requiring special attention on certain rides and attractions.
  • Any ride or attraction currently under maintenance will be prominently posted the park’s video screens and seller’s booths.
  • During the course of operations, the park reserves the right to discontinue the operation of a ride or attraction if in the interest of safety it feels circumstances so warrant.
  • Occasionally during unfavorable weather conditions, the operation of certain rides may need to be suspended. The park will not provide refunds due to inclement weather.
  • Star City reserves the right to, without prior notice, change its operating hours, temporarily close the park or any part of it, or suspend/close a ride or attraction due to capacity or safety concerns or inclement weather.
  • Guests are responsible for their personal belongings. Star City will not be liable for any loss or damage to guests’ personal property.
  • Star City reserves the right to refuse entry to or dismiss from the premises without refund any person for failure to comply with any of the park rules, or for unsafe, illegal or offensive behavior.

RIDE REMINDERS
  • Please follow all safety warnings and notices.
  • For your safety, while on a ride or attraction, remain seated with hands, arms, feet and legs inside the vehicle. Do not touch or hold mechanical props and other equipment inside the attractions.
  • Each guest has different capabilities and limitations, and every ride or attraction has associated risks.  Please carefully observe and evaluate each ride and attraction to determine if you or members of your party can safely take it.
