Thousands of visitors, residents, and workers at Camp John Hay can now enjoy a free, eco-friendly ride with the launch of the new John Hay Loop.

This six-month pilot shuttle service uses electric vehicles (EVs) and is a joint initiative of the Bases Conversion and Development Authority (BCDA), its subsidiary John Hay Management Corporation (JHMC), and private partners DeviceDesign Co. Ltd., LexSwitch, and the Cordillera Basic Sector Transport Cooperative.

The project aims to improve mobility, reduce traffic congestion, and promote sustainable transportation in one of Baguio's most popular destinations. The service is set to benefit the nearly four thousand people who live and work in the area, as well as the increasing number of eco-conscious tourists visiting the city.

John Hay Loop Route and Stops

Three EV units are now operating, each capable of accommodating 22 seated and nine standing passengers. They serve eight designated stations throughout Camp John Hay, including:

Main Gate Station – John Hay Trade and Cultural Center
Filling Station A – near Le Monet Hotel
Scout Hill Station A – near Camp John Hay Grounds
Mile Hi Station A – from Forest Lodge
Gate 4 Station – to South Drive and Outlook Drive
Sheridan Station – near John Hay Golf
Mile Hi Station B – going to Forest Lodge
Filling Station B – going to Main Gate

Each unit is powered by a 70-kilowatt-hour (kWh) lithium-ion battery with fast-charging capability, allowing it to fully recharge in just 90 minutes. A 7kWh onboard slow charger is also available as a backup.

According to BCDA President and CEO Engr. Joshua M. Bingcang, “The John Hay Loop moves us toward a cleaner, faster, and more connected Baguio. Through this collaboration with the private sector and the international community, we are building a sustainable transport model that will benefit residents, workers, and tourists for years to come.”

The partnership was formalized in June 2025 when BCDA and JHMC signed a memorandum of understanding with DeviceDesign, LexSwitch, and the Cordillera Basic Sector Transport Cooperative. LexBuild Group and LexSWITCH EcoMobility Inc. provide the EV units and charging stations, while DeviceDesign supplies the station signages and tracking technology.

DeviceDesign and the Cordillera Basic Sector Transport Cooperative will evaluate the pilot service by monitoring passenger experience, ridership levels, and overall system operations. They will then provide recommendations for the long-term implementation of the John Hay Loop.

This initiative underscores BCDA’s commitment to making destinations more accessible while protecting the environment. By integrating clean transportation solutions in Camp John Hay, BCDA aims to promote a greener future for Baguio and set a national benchmark for sustainable mobility in tourism areas. The John Hay Loop aligns with the BCDA’s commitment to the United Nations Sustainable Development Goals, specifically Goal 11: Sustainable Cities and Communities, and Goal 13: Climate Action.

JOHN HAY LOOP: Catch a Free Shuttle Ride in Baguio

Navigating Ninoy Aquino International Airport (NAIA) can feel like exploring four separate airports. That's because NAIA's four terminals aren't connected by walkways, meaning you'll need a ride to get from one flight to your next. But don't sweat it! There are easy ways to move between Terminals 1 to 4, including a fantastic free shuttle service.

Free Ride: NAIA Inter-Terminal Shuttle Bus

The good news is, you don't always need to hail a taxi or book a Grab. The Manila International Airport Authority (MIAA), now under the management of the New NAIA Infrastructure Corporation (NNIC) since September 2024, provides a free shuttle bus service that runs 24 hours a day, 7 days a week.

These buses are air-conditioned and have plenty of space for your luggage, ensuring a comfortable ride between any of the terminals – whether you're hopping from T1 to T3, T4 to T2, or any other combination.

While this shuttle service used to run about once an hour, NNIC has been working to improve passenger mobility. You might find the buses are now more frequent than before, with aims to cut down those waiting times. Still, it's always smart to allot ample time for transfers – sometimes you just miss a bus!

How to Hop On

It’s pretty straightforward! Just show your ticket or boarding pass to the driver. The only catch is your onward flight needs to be within the next 24 hours.

Where to Catch Your Shuttle

Knowing where to wait is half the battle. Here's where you'll find the free shuttle bus at each terminal's arrival curbside:

Terminal 1: Keep an eye out for a huge sign that says "AIRPORT SHUTTLE / TRANSFER SERVICE" at the arrival curbside. You can't miss it!
Terminal 2: Head to the arrival curbside, right next to pick-up bay 19.
Terminal 3: This one takes a little walk. After you exit the baggage claim area, turn left and stroll towards the very end of the terminal. Once you reach the far end, turn left again. You should then spot the sign for the "Terminal Transfer Bus" or "For passengers with connecting flights to Terminal 1, 2, and 4."

Sometimes, time is of the essence, or you just prefer a more private ride. In those cases, you have reliable alternatives:

Taxis: You'll find accredited taxi stands outside all terminals. These can be a quick option, but always make sure the driver uses the meter or agree on a fare beforehand.
Grab (Ride-Hailing Services): Grab is a game-changer for terminal transfers. Simply book a car through the Grab app, and it's often a very efficient choice, especially if you're loaded with luggage.
NAIA Terminal 3: Grab pickups are centralized at the Multi-Level Parking (MLP) Level A. Just follow the signs and coordinate with your driver via the app.
NAIA Terminal 1 & 2: The app will guide you to specific, designated bays for Grab pickups.

The good news is, a newly constructed expressway connects most of the NAIA terminals, meaning travel time between them via car or Grab is much shorter than it used to be.

Moving between NAIA's terminals doesn't have to be a headache. With the free shuttle service and convenient ride-hailing options, you can navigate your way to your next flight with less stress. Just remember to always factor in ample time for transfers, and you'll be well on your way!

Free Ferry Ride

Addressing the persistent issue of traffic congestion in the country, the national government is actively fulfilling its responsibilities by introducing traffic-alleviating measures, including the provision of free rides on the Pasig River Ferry.

Originally introduced in the 1990s, the Pasig River Ferry service aimed to present a viable alternative mode of transportation for commuters in Metro Manila.

However, financial constraints and operational challenges led to the suspension of the Pasig River Ferry system in 2011.

Inside Pasig River Ferry Passenger Seat

In a renewed effort to alleviate traffic congestion in the capital region, the Pasig River Ferry stations resumed operations in 2019. The ferry boats are now operated and managed by the Metropolitan Manila Development Authority (MMDA), marking a significant step in providing commuters with a convenient and efficient mode of transportation.

The service spans a distance of over 26 kilometers and uses seven ferry boats, two of which can carry up to 57 passengers while others are much smaller.

Currently, there are 11 terminals: five of them are in Manila, one in Mandaluyong, two in Makati, and three in Pasig. Ferry stations have CCTV cameras, restrooms, and FREE wi-fi.

Not all ferries straddle the entire length of the service. Most terminate at Guadalupe Station, splitting the system into two legs: Escolta to Guadalupe and Guadalupe to Pinagbuhatan.

You must remain seated in the entire duration of the journey. The crew will signal when it’s time to stand and disembark.
You must go through bag checks before boarding.
Remember the location of the life vests (most likely at the bottom of the seats).
No pets allowed, except for guide dogs for the blind and elderly.

No firearms, deadly weapons, or dangerous materials.
No littering. Don’t throw garbage into the river.
No taking of photos or videos within the Malacanang Restricted Area (between Lawton and PUP Stations).

The city government of Baguio eyes the revival of the Hop On, Hop Off (HoHo) bus mainly to be offered to tourists coming to the Summer Capital with their private cars causing horrendous traffic in the city.

Engr. Aloysius Mapalo, Supervising Administrative Officer of the City Tourism Office, said tourists coming to the city with their private cars will be asked to park their vehicles at the Baguio Convention Center grounds and take the HoHo bus to go around.

The city tourism office targets to implement the HoHo bus by July 15 and every weekends thereafter (Friday, Saturday and Sunday).

BAGUIO ON WEEKENDS

Data from the portal visita.baguio.gov.ph shows an average of 50,000 to 60,000 weekly tourist arrivals where bulk or about 40,000 arrives from Friday to Sunday.

“In just one day, we may have an accumulated tourists of 30,000 tourists in a day during peak season and this will really cause traffic all over the city particularly along Botanical Garden and Mines View Park,” Mapalo said.

He furthered, Botanical Garden being the preferred destination now receives an average of 2,000 daily visitors during weekdays and increases to 5,000 daily during weekends per day; increase even more up to 7,000 daily during holidays and peak season.

THE REVIVAL OF HOHO BUS

“Supposing half of the daily tourist arrival have their own cars, we can estimate more than 800 vehicles passing Botanical Garden during weekdays and even more during weekends so really there is a lot of traffic in the area,” Mapalo explained.

This prompted the city tourism officer to propose the revival of the HoHo bus to be operated during weekends and help decongest traffic.

“The idea is ‘park and ride’ to decongest private vehicles parking in our streets and parks,” the tourism officer said.

Where to avail HoHo Bus Pass

Tourists availing of the HoHo Bus Pass must park their vehicles at the Baguio Convention & Cultural Center designated parking areas. While the bus pass for the HoHo tourist bus is free, vehicle owners must pay the city-sanctioned parking fees below.

For now, the HoHo bus will be free but tourists will have to pay parking fee at the Baguio Convention Center. The parking fee will be used for the operation and maintenance of the bus and allowance of the driver as well as the tour guide.

GOING TO BAGUIO

The HoHo bus will follow a self-directed tour circuit taking off from the Baguio Convention Center to the Botanical Garden as the first stop; the Mansion House as the second stop; the Mines View Park will be the third stop and then back to Wright Park as fourth stop via Gibraltar Road to decongest traffic and finally exits via South Drive to the drop off point at Governor Pack Road where tourists may walk around the central business district as well as visit Burnham Park.

The Hoho bus tour will also allow tourist to maximize their day being able to visit five major parks in the city in one circuit with at least five to 10 minutes travel time from one stop to the next stop. Waiting time per stop will be 15 to 20 minutes to allow tourist to enjoy the parks or they may stay longer and still be able to catch the next bus in 30 minutes.

There are only two HoHo busses to operate with 30 minutes interval time per trip. The first trip leaves Baguio Convention Center at 8:30 in the morning while the last trip is scheduled at 6:20 in the afternoon departing from Wright Park to Gov. Pack Road drop off point.

PARKING RATES

Mapalo said they will adopt the city’s existing parking rate at the Baguio Convention Center as follows: P35 for light vehicles for the first two hours plus P10 for every additional hour of parking; P40 for mini excursion buses plus P15 per additional hour; P400 regular tourist buses and P15 per additional hour; and, P10 for motorcycles with P5 additional per hour of parking.

Mayor Benjamin B. Magalong directed the Tourism Office and the city’s Traffic and Transportation Management Division of the City Engineering Office to consult the public transport sector before the implementation of the HoHo tourism bus to iron out concerns and issues.
