Starting today, November 8, 2023, the Silang Aguinaldo Interchange of the Cavite Laguna Expressway (CALAX) is set to open to motorists, marking a significant milestone for the region's transportation network.



Managed by MPCALA Holdings Inc (MHI), the concessionaire of CALAX, this 3.9-km subsection aims to enhance travel experiences for commuters.


This expansion, which was declared 91% complete in August 2023, offers a promising solution to traffic challenges in the area.

What's more, motorists can rejoice as they will be able to use this new section without incurring any charges initially. The customer-centric approach allows travelers to enjoy toll-free passage until further notice, with charges only applied up to Silang East.

Raul Ignacio, the President and GM of MHI, expressed excitement about this development, emphasizing the positive impact it will have on both commuters and the local economy. He highlighted how the new CALAX section will not only simplify travel for motorists but also stimulate economic growth. By providing quicker access to popular destinations in Cavite, the expressway is expected to create opportunities for businesses to flourish and families to spend quality time together.


Upon its official opening later this week, the Silang Aguinaldo Interchange is anticipated to accommodate an additional 5,000 motorists daily. It will serve as a faster route to emerging tourism spots in Silang, Cavite, and Tagaytay City, further enhancing the region's appeal.



Looking ahead, CALAX is slated to expand to a total length of 45 kilometers by 2024, featuring eight strategically located interchanges: Technopark, Laguna Boulevard, Santa Rosa-Tagaytay Road, Silang East, Silang (Aguinaldo), Governor's Drive, Open Canal, and Kawit Interchange. This expansion plan will seamlessly connect CALAX to the Manila-Cavite Expressway (CAVITEX) in Kawit, ensuring efficient connectivity between key regions.



For travelers heading to Silang or Tagaytay City, the CALAX Silang Interchange will offer a hassle-free journey starting this Wednesday.

The Silang-Aguinaldo Interchange of the Cavite-Laguna Expressway (CALAX) will open by September 2023, cutting your Tagaytay trips shorter (20 minutes from this new exit), a good news from Metro Pacific Tollway South on Thursday, August 3.

The last time I chose CALAX, it took me within hour from the Mamplasan Rotonda to Tagaytay city proper. With the opening of the Silang-Aguinaldo Interchange, travel time will be cut to 30 minutes.

Construction of CALAX

CALAX construction manager Engr. Wilson Bontigao told the media that the Silang-Aguinaldo Interchange is 91% complete as of August 1 and is scheduled to be completed by September.

Arlette Capistrano, MPT South's Vice President for Communication and Stakeholder Management Operations said they eyed to start by mid-September.

CALAX will have a total of 10 interchanges upon completion:

The highway will link the Manila-Cavite Toll Expressway (CAVITEX) and Mamplasan in Binan, Laguna upon its completion, reducing travel time from CAVITEX to South Luzon Expressway by about 45 minutes.

Currently, only 14.24 kilometers are operational from Greenfield Mamplasan to Silang East Interchange. The entire expressway is eyed to be operational by November 2024.



CALAX Toll Fees

As for toll fees, CALAX uses Easytrip RFIDs which motorists can also use to pay toll in CAVITEX and its C5 Link.

Going to Tagaytay has never been easier and faster until this expressway came into reality!



I was able to get to experience driving on CALAX for a few times when I recently had trips to Tagaytay with my friends. It was the real game-changer, easing the traffic flow in the busy Santa Rosa–Tagaytay Road which is usually used by many.

The Cavite–Laguna Expressway (CALAX or CALAEX) is a partially operational controlled-access toll expressway in the provinces of Cavite and Laguna, Philippines. The construction of the 44.63-kilometer-long (27.73 mi) expressway, which began in July 2019, costs an estimated ₱35.43 billion.

Once completed, it will connect the Manila–Cavite Expressway in Kawit to the South Luzon Expressway in Biñan and is expected to ease the traffic congestion in the Cavite–Laguna area, particularly along the Aguinaldo Highway, Governor's Drive, and the Santa Rosa–Tagaytay Road.


CALAX begins at a roundabout at South Luzon Expressway's Greenfield City (Mamplasan) Exit in Biñan, continuing west then making a reverse curve to the southwest through the undeveloped private property owned jointly by Greenfield Development Corporation and Ayala Land, Inc.

It enters the Laguna Boulevard right of way near the boulevard's intersection with Greenfield Parkway. It approaches the first toll plaza near the Verdana Homes gated community, and continues southwest, passing through a mix of developed and undeveloped areas at barangays Loma and Timbao, then turning south into barangay Bi̱an, where it passes near Laguna Technopark, De La Salle University РLaguna Campus and several gated communities; access for them is provided by service roads that also serve as the southbound lanes of Laguna Boulevard.


The expressway partially runs above grade, utilizing underpass bridges, mechanically stabilized earth (MSE) walls and a viaduct at this section to pass above major intersections and accesses.

Entering Santa Rosa, CALAX descends into grade level to cross the Silang–Santa Rosa River and clear a power line, then gently curves to the southwest to follow the Nuvali Boulevard right of way, where the expressway ascends above grade again to pass over South Boulevard, served by the Laguna Boulevard Exit.


Past the exit, it leaves the Nuvali Boulevard right of way and crosses the Silang–Santa Rosa River once again, this time the Cavite–Laguna provincial boundary into Silang. It makes another reverse curve through cornfields and ends at the Santa Rosa City Exit, a trumpet interchange which leads to Santa Rosa–Tagaytay Road. A stub section is built west of the interchange, which will connect to the Cavite segment of the expressway.


The expressway continues southwest and makes a few turns before traversing a bridge and enters a cut section, passing near the Ayala Westgrove Heights. It turns northwest and passes under Tibig Road before ending at Silang East Exit, a diamond interchange which leads to Tibig-Kaong Road. A future road will be built west of the Silang East interchange that will connect to the Cavite segment of the expressway.

CONSTRUCTION

The first 8.9 kilometers (5.5 mi) of the expressway has been made accessible on October 30, 2019, in time for All Saints' Day and All Souls' Day. The entry and exit points at Mamplasan Interchange in Biñan, Laguna and Santa Rosa–Tagaytay Road were opened to serve an estimated 10,000 cars. According to DPWH Secretary Mark Villar, this will cut travel time from 45 minutes to just 10 minutes. However, the segment was supposed to be operational back in December 2018 or by February 2019.

The expressway was closed from January 28 to 31 and February 4 to 7, 2020 at 1:00 AM to 4:00 AM (PST) to give way for construction and clearing operations due to ashfalls brought by the 2020 Taal Volcano eruption.


On August 18, 2020, the Laguna Technopark and Laguna Boulevard Exits in Biñan and Santa Rosa, respectively, were opened to the public.


On August 24, 2021, the 6-kilometer (3.7 mi) section leading to the Silang East interchange in Silang, Cavite was opened to the public. However, this segment was supposed to be operational back in June 2021. Meanwhile, the section leading to the Silang interchange is expected to be completed in 2022.

Exits will be numbered by kilometer posts, with Rizal Park in Manila designated as kilometer zero.

CALAX TOLL FEES

Cavite–Laguna Expressway is a closed road system, where motorists pay a toll rate based on the vehicle class and distance travelled. In 2020, motorists pay a fixed toll rate at their respective exit points when there were initially two operational toll barriers on the first 8.9-kilometer (5.5 mi) segment of the expressway:

Mamplasan and Santa Rosa City. The electronic toll collection (ETC) system on the expressway is operated by Easytrip Services Corporation and collections are done on mixed lanes at the toll barriers.

  • Class 1 (Cars, Motorcycles, SUVs, Jeepneys) - ₱64.00
  • Class 2 (Buses, Light Trucks) - ₱128.00
  • Class 3 (Heavy Trucks) - ₱192.00

In accordance with law, all toll rates include a 12% value-added tax.

Last June, I went to Tagaytay for the second time this year with the same squad for an overnight stay.

This is our way to relax and escape from the hectic life in the city. It was also our celebration for our groom-to-be friend who will take vows with his long time girlfriend in July this year.

It was Saturday. As usual, we started our trip in the morning. We were driving two vehicles, the first one went ahead to Tagaytay City. Our car needed to fix one of the wheels so it took us hours before getting off the road. Luckily, we found a service along one of  the gasoline station (stopover) in SLEX.

To catch up with our friends, we decided to exit in Mamplasan where an entrance to CALAX is connected to. When we reached interchange to Sta. Rosa, we took off the road going to Silang. We turned right to South Blvd. in South Forbes, Sta. Rosa. We drove ahead to Cardiac Rd. where we notice a huge portion of a golf course in the area. Then in just a few minutes, we already reached Brgy. Tibig Rd. in Silang, Cavite.

ALTERNATE WAY TO TAGAYTAY

When we reached the end of Brgy. Tibig Rd., we took off the road in Brgy. Munting Ilog until we reach Brgy. Ulat Rd. Then instead of finishing off the Ulat Rd., we turned right to Pulong Bunga Rd. This give us an access heading to Emilio Aguinaldo Hi-way. We exited from a place where we saw a signage of Camella Silang.

Though it took us more meters on the road, that way saved us so much time avoiding the heavy traffic along Sta. Rosa - Tagaytay Rd. Specially, a lot of people travel to Tagaytay this time on a Saturday.

Just a few meters away, we took off the access road to the newly opened Tagaytay Bypass Road which brought us straight to Kaybagal North. This saved  us time from time from the jampacked Tagaytay - Nasugbu Rd.


MELIA'S FAMILY HOUSE STAYCATION

In less than 2 hours coming from SLEX, we arrived to our destination. It was past noon when we came in to Melia's Family House. It was a great Airbnb find by my friend, Basti.

It is a 3-storey house with living area, dining area, kitchen (and dirty kitchen), a restroom and a guest room in the first floor, entertainment area and two bedrooms in the second, and a spacious rooftop with dining in the third floor. It also features high ceiling in the living area and a floor-to-ceiling glass walls.

The property has covered parking space, a little garden in front of the house and veranda in the second level. We were also given slippers to use inside and another pair of it in the rooftop.



Although we were only seven, the whole house is open for up to 10 persons per stay.


The location of the property is not that far from the city proper. However, it is recommended to bring own vehicle since it is located in a secluded area where public utility vehicles are not available. Though, Savemore in Mendez Crossing is just a few minutes drive away from the house.

You can book a stay at Melia's Family House on Airbnb app. Rate starts at P8,000 per night. You can use Waze app for directions to this vacation house. 

Hot tip! Buy your pasalubong in the morning (I suggest at around 8am) depending to the opening of stores or establishments in Tagaytay. In our case, we went to Mahogany Market for dried goods like Tawilis at 7:30am, then a quick visit at Balay Dako for their special Piaya and Kuuma Kakao for a pack of Cocoa.


Overall, I enjoyed our short trip to Tagaytay amidst of COVID-19 pandemic. Of course, we wore masks and face shields whenever we were out and about.
