Ilocos Empanada Ingredients


For the Empanada Wrapper:
  • 2 cups rice flour
  • 1 cup water
  • 1/2 teaspoon salt
  • Orange food coloring (optional, for the authentic Ilocos orange hue)



For the Filling:
  • 1 cup ground pork
  • 1/2 cup small shrimps, peeled and deveined
  • 1 cup bean sprouts
  • 1 cup cabbage, finely chopped
  • 1/2 cup carrots, julienned
  • 1/2 cup green onions, chopped
  • 2 cloves garlic, minced
  • 1 small onion, finely chopped
  • Salt and pepper to taste
  • Cooking oil, for frying



Instructions


1. Prepare the Empanada Wrapper


Combine Ingredients: In a mixing bowl, combine rice flour, water, salt, and orange food coloring (if using). Mix until you achieve a smooth, thick, and slightly sticky batter. Let it rest for about 10-15 minutes.

Form the Wrappers: Take a small portion of the batter and place it on a piece of banana leaf or wax paper. Flatten the batter into a thin, round wrapper, making it about 5-6 inches in diameter. Repeat until you’ve made enough wrappers for your filling.


2. Prepare the Filling


Cook the Pork: In a pan, sauté garlic and onions until fragrant. Add the ground pork and cook until it turns brown and fully cooked.

Add Vegetables: Add shrimps, bean sprouts, cabbage, carrots, and green onions to the pan. Stir-fry the mixture until the vegetables are slightly wilted. Season with salt and pepper to taste. Remove from heat and let the filling cool.


3. Assemble and Fry


Fill the Wrappers: Place a spoonful of the filling onto the center of each wrapper.

Fold and Seal: Fold the wrapper in half to cover the filling, creating a half-moon shape. Seal the edges by pinching them together, ensuring no filling spills out during frying.

Deep-Fry: Heat cooking oil in a deep pan or fryer over medium heat. Carefully slide the assembled empanadas into the hot oil. Fry until they turn golden brown and crispy, usually taking about 5-6 minutes per side.

Drain and Serve

Once the empanadas are golden and crispy, remove them from the oil and place them on a plate lined with paper towels to drain excess oil.

Ilocos Region Geography

The Ilocos Region is divided into two contrasting geographical features. The Ilocos provinces occupy the narrow plain between the Cordillera Central mountain range and the West Philippine Sea, whereas Pangasinan occupies the northwestern portion of the vast Central Luzon plain, having Zambales Mountains as its natural western limit.

Lingayen Gulf is the most notable body of water in Pangasinan and it contains several islands, including the Hundred Islands National Park. To the north of Ilocos is Luzon Strait.

The Agno River runs through Pangasinan from Benguet, flowing into a broad delta at the vicinities of Lingayen and Dagupan before emptying into Lingayen Gulf.

Languages in Ilocos Region

Ilocano is the main language of the native majority in the region, with La Union recognized it as an official language since 2012. It became widespread in neighboring regions of Cagayan Valley (Region II), Cordillera Administrative Region and major parts of Central Luzon (Region III)—where Ilocanos settled—as a lingua franca among respective Ilocano and non-Ilocano residents. Ilocano is also recognized as a minority language in Mindoro, Palawan and Mindanao (particularly in some areas in Soccsksargen), where Ilocanos had have been significant residents since the early 20th century.

Ilocano is the third most widely spoken language in the Philippines, estimating 11 million speakers as of 2022. The language has many speakers overseas, including the American states of California and Hawaii.

Filipino/Tagalog and English are also spoken and understood in the region, utilized in business, education and media. Other languages spoken in the region include Pangasinan (a native language in the eponymous Pangasinan province among the ethnic group of the same name) and Cordilleran languages (near the borders of the Cordillera Administrative Region). Languages not native in the region are also spoken there such as Maranao, Maguindanaon, Tausug, Kapampangan, Cebuano and Hiligaynon to varying degrees by their respective ethnic communities within the region.


Religion in Ilocos Region

The population is predominantly Roman Catholic with strong adherents of Protestantism such as the Aglipayan denomination further north of the country where it is originated. There are also adherents to other religions, such as Iglesia ni Cristo, Mormons, and the like.

There is also an undercurrent of traditional animistic beliefs especially in rural areas. Islam is a significant minority religion in the region especially in some urban areas adhered by minority Maranaos and other Moro communities, with some former Christian Ilocanos converted to that religion either by study abroad or contact with Moro migrants from the southern Philippines.


Culture and Arts

The region has given birth to numerous artists who have won national acclaim - among the most notable being writer and activist Isabelo de los Reyes of Vigan who helped publish the earliest currently-extant text of Biag ni Lam-Ang; Badoc-born Philippine Revolution era activist and leader Juan Luna; and Binalonan-born Carlos Bulosan, whose novel America is in the Heart has become regarded as "[t]he premier text of the Filipino-American experience."

The region is also home to several National Artists of the Philippines, including National Artist for Theater Severino Montano who was conferred the honor in 2001, and National Artist for Dance Lucrecia Kasilag, who was conferred the honor in 1989.

About Laoag International Airport

Laoag International Airport is the main airport serving the general area of Laoag, the capital city of the province of Ilocos Norte in the Philippines. It is the only airport in Ilocos Norte and is the northernmost international airport in the country.

Runway

The airport currently has a single 2,784-meter (9,134 ft) with 45 meters (148 ft) of width. The runway runs at a direction of 01°/19°. It is equipped with runway lights but not an instrument landing system, limiting operations during severe weather. Since March 2022, the airport can accommodate wide-body aircraft such as the Airbus A330.


Terminal

A single terminal building serves both passenger and cargo traffic. As an international airport, it houses immigration desks for screening of arriving international passengers. It is also equipped with a carousel baggage at the reclaim area for passengers with checked-in items.

The terminal previously had a combined capacity of 140 international and domestic passengers. It has since been expanded in 2021 to accommodate 200 international and 240 domestic passengers.


What to Do Upon Check-in

Upon reaching the check-in phase, it's crucial to ensure you have all the necessary items with you. Here's a step-by-step guide to facilitate the process:

Pay the Travel Tax: Ideally, the travel tax and departure fee are included in your ticket; however, it's prudent to double-check. If uncertain, proceed with check-in first. The check-in agent will inform you if you need to settle the tax separately, which amounts to P1,620 per person.

Check-In: Present your Departure Card, Travel Tax receipt, printed ticket, and passport to the check-in agent. Ensure any checked baggage has locks. The agent will issue your boarding pass upon completion.

Acquire Immigration Form: Obtain an Immigration Form, also known as a Departure Card. These forms are typically available at the check-in counter; if not, they can be obtained at the Immigration Area. Guards may verify your boarding pass before entry. Complete one form per person, providing the exact address of your hotel.

Proceed to Immigration Booths: Philippine passport-holders have separate queues from foreigners, so ensure you join the appropriate line. Present your passport to the Immigration Officer when it's your turn, who may or may not have additional inquiries.

Final Security Check: Undergo the final security screening. Remove all electronic devices and metal items from your person, including belts and coins, following instructions given. Shoes should be removed only if instructed.

Pre-Departure Area: After completing the final security check, proceed to the Pre-Departure Area. Check your boarding pass for the designated gate. Once there, await the boarding call.
