LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II, emphasized the agency's commitment to President Ferdinand Marcos Jr.'s directive to digitalize government services. "This is a better alternative for going to LTO offices since you don’t need to shell out money for transportation to our offices and don’t even need to queue in any license renewal offices," Mendoza stated, highlighting the "fast and comfortable way of transaction" even from home or office.


The LTO is continually expanding its digital services to reach all Filipinos, including those abroad, aiming to make all transactions quicker and more user-friendly.




Your Step-by-Step Guide to Online Driver's License Renewal

To take advantage of this new digital convenience, motorists need to download the eGovPH app, which is available for free on both the App Store (for iOS) and Google Play Store (for Android). After downloading and installing the app on your smartphone, follow these steps:


STEP 1: Access LTO Services via eGovPH

  • Open the eGovPH app.

  • Find the icon labeled ‘NGA’ (National Government Agency) and click it.

  • Locate and select ‘LTO.’

STEP 2: Initiate Online Driver’s Application

  • From the LTO menu, select ‘Online Driver’s Application.’

  • Click on ‘Renew Your Driver’s License.’

STEP 3: Upload Your Physical License

  • You will be prompted to upload or capture clear photos of both the front and back of your physical driver’s license.

  • Once uploaded, allow the system a minute to three minutes for analysis and validation of the card.

STEP 4: Review and Verify Details

  • After successful validation, carefully review all the displayed details for accuracy. If everything is correct, click submit.

STEP 5: Take a New Photo

  • You will then be guided to take a new photograph. Ensure you abide by the required standard format as detailed in the on-screen instructions.



Essential Prerequisites for a Smooth Online Process

To ensure a fast and hassle-free online renewal, LTO Chief Mendoza advises motorists to complete two crucial requirements before beginning the online application:

Telemedicine Medical Examination:

  1. Within the LTO ODLRS Portal (accessible via the eGovPH app), click on ‘Telemedicine.’

  2. Book an appointment for your online medical examination.

  3. Attend and complete the online medical assessment as scheduled.

Online Driver’s Enhancement Program (ODEP):

  1. Inside the LTO ODLRS Portal, click on ‘ODEP.’

  2. Complete the mandatory five-hour education program.




Online Payment and E-License Issuance

Once both the telemedicine medical examination and the ODEP are successfully completed, motorists can proceed to pay for the corresponding renewal fee online by choosing a preferred payment gateway within the app.

The Philippines has embarked on a significant initiative to streamline its identification system, and the cornerstone of this effort is the Philippine Identification System or PhilSys. As a Filipino citizen, I decided to register for this national identification, commonly known as PhilID, to experience firsthand the process and benefits it offers.



What is PhilSys?

PhilSys is a government program aimed at providing a unified and streamlined identification system for all citizens and resident aliens in the Philippines. At its core is the PhilID, a secure and verifiable identification card that consolidates various personal information and serves as a reliable proof of identity.

In 2019, the PhilID was enacted via PhilSys Act (Republic Act 11055). The intention is to establish a single national identification system for all Filipino citizens and resident aliens of the Philippines for the purpose of promoting seamless and efficient delivery of government service, streamlining bureaucracy, and enhancing administrative governance, among others.

With the Phil ID, any cardholder can now transact with various government agencies such as SSS, GSIS, BIR, PhilHealth, Pag-IBIG, etc. using just a single ID (replacing current IDs such as UMID, Postal ID, Voter’s ID, etc.).



PhilSys Registration

While online registration is an option, I was fortunate to discover that a PhilSys Registration Center had opened in Vista Mall Taguig in September 2022 (now closed). This prompted me to personally visit the center and undergo the registration process. Here's a glimpse of my experience:

Registration Form: The process kicked off with filling out a registration form, providing essential personal details such as name, address, and contact information.

Biometrics: Subsequently, the registration involved capturing biometric information, including fingerprints and a facial image. This step ensures the accuracy and uniqueness of the individual's identification.

Efficiency: The entire process surprisingly took only 10-15 minutes. The efficiency of the staff and the well-organized setup contributed to a hassle-free experience.



EPhilID - Early 2023

Approximately three months after my registration, I received an exciting update. PhilSys introduced the concept of an ePhilID, a digital version of the identification card. Here's what transpired:

The ePhilID featured all my personal details and a unique QR code, serving as an added layer of authentication.

To my convenience, the ePhilID was delivered straight to my house via PhilPost, making the entire process seamless.


I Received My PhilSys ID

In November 2023, a courier surprised me with an envelope from PhilSys. Upon opening it, I was delighted to find the original PVC copy of my PhilID.

What is JET Programme?

What are the Responsibilities of ALTs?

Assistant Language Teachers (ALTs) will work in schools or education boards in the area they are assigned. Their main job is to help Japanese English teachers in the following ways:
  • Helping to prepare teaching materials
  • Planning and supervising extracurricular activities like English clubs or sports
  • Organizing cultural or international exchange programs.


How much is the Jet Programme Salary?

JET Programme participants get paid around 3.36 million yen (approximately Php1.6 million) in their first year of appointment, around 3.6 million yen (approximately Php1.7 million) in their second year of appointment, approximately 3.9 million yen (approximately Php1.8 million) for their third appointment, and those appointed for a fourth and fifth year, around 3.96 million yen (approximately Php1.81 million) for each year.



Eligibility Requirements for the JET Programme Applicants

Applicants must:
  • Be interested in Japan and be willing to deepen their knowledge and appreciation of Japan after their arrival;
  • be motivated to participate in and initiate international exchange activities in the local community;
  • Make an effort to study or continue studying the Japanese language before and after arriving in Japan.
  • Be both mentally and physically healthy.
  • Be willing and able to adapt to living and working in Japan, and be determined to responsibly complete their participation period.
  • Hold a Bachelor’s degree or higher or obtain such qualifications by the designated arrival date.
  • Be a Filipino citizen.
  • Be adept in contemporary standard pronunciation, rhythm, and intonation in English and possess excellent language ability that can be applied accurately and appropriately; have the ability to form sentences comprehensively and logically. (See Note 1)
  • not have participated in the Programme since the 2020 JET Programme year or have participated in the Programme for more than six years.
  • Not have declined a position on the Programme after receiving notification of assignment in the previous JET Programme year (excluding cases where it is accepted that the Participant had a valid, inevitable reason for withdrawing).
  • Not have lived in Japan for six or more years since 2013.
  • have a desire to proactively maintain relations with Japan, even after the completion of the Programme.
  • Concerning entry into Japan for participation in the Programme, agree to reside in Japan under the status of residence stipulated in Article 2-2 of the Immigration Control and Refugee Recognition Act.
  • Be willing to obey all Japanese laws.
  • Applicants with a suspended jail term must have finished their period of probation by the time they submit their application form.
  • Be interested in the Japanese education system, particularly foreign language education in Japan.
  • Be interested in working with children.
  • Be qualified as a language teacher or be strongly motivated to take part in the teaching of foreign languages.

Additional evaluation points will be given to applicants who:
  • Have a bachelor’s degree or higher in English or Education.
  • Have a professional language teaching license and/or experience (especially in a classroom setting).
  • Have general teaching experience or qualifications. (See Note 2)
  • Have a Japanese language background (JLPT passer) and/or Japanese study background. (See Note 2)
  • Have experience travelling/living in foreign countries.

Historical Significance

PHLPost's roots can be traced back to colonial times when the Philippines was under Spanish rule. The postal service was initially established to serve the needs of colonial administrators and facilitate communication between the Philippines and Spain. Since then, it has undergone significant transformations to become the modern organization it is today.


PHLPost in Years

The Philippine postal system has a history spanning over 250 years.

1767 - the first post office in the Philippines was established in the city of Manila, which was later organized under a new postal district of Spain. The postal office served mainly to courier government and church documents.

1779 - the postal district encompassed Manila and the entire Philippine archipelago.

December 5, 1837 - the postal district was reestablished on. A year later, Manila became known as a leading center of postal services within Asia.

1875 - in this year, Spain joined the Universal Postal Union in, which was announced in the Philippines two years later. By then post offices were set up not only in Manila but in many major towns and cities in the provinces. During that time, badageros or horseback-drawn letter carriers were dispatched to deliver mail from the “Tribunal” or town hall to "Casa Real" or the provincial capital.

September 5, 1902 - the establishment of Post Office was organized as the Bureau of Posts under the Department of Trade on, by virtue of Act No. 426, which was passed by the Philippine Commission.

January 1, 1922 - the Philippines eventually joined the Universal Postal Union, this time as a sovereign entity.

May 21, 2023 - a massive fire hit the Manila Central Post Office late in the night and continued until the morning of May 23.

In the aftermath of the fire, the Philippine Postal Corporation said it was transferring the central office's operations to the Foreign Surface Mail Distribution Center in Port Area, Manila, while the business mails service for private corporations was to be moved to the Central Mail Exchange Center in Pasay, near Ninoy Aquino International Airport.
