Commuters on Metro Manila's busiest railway can now experience a faster, more convenient way to travel. The Department of Transportation (DOTr) today officially launched cashless payment options for the MRT-3, marking a significant upgrade in the urban transit system and positioning it as a pioneer in seamless payment technology.



DOTr Secretary Vince Dizon led the unveiling at the MRT-3 Ayala Station, personally demonstrating the ease of the new system. He highlighted that commuters can now simply tap their debit or credit cards directly at the gates or, for e-wallet users, generate a QR code from their mobile apps for scanning.


"There is no additional fare here," Secretary Dizon assured commuters. "The system is, whatever is deducted from your GCash, your credit card, your debit card, it is the same as if you bought a single journey ticket."

This innovative payment setup is touted by the transport chief as the first of its kind globally, capable of accepting both Near Field Communication (NFC) taps and QR codes from a single terminal. The DOTr also announced plans to extend these same cashless options to LRT-1 and LRT-2 lines in the near future, with the support of GCash and RCBC.



How to Use GCash at MRT-3 Gates

For the millions of Filipinos who rely on e-wallets, paying for their MRT-3 ride using the GCash app is now remarkably straightforward:

STEP 1 - Open your GCash app: Ensure you have the latest version installed on your smartphone.


STEP 2 - Look for "Commute" and tap it: This dedicated icon simplifies access to the QR ticketing feature.

STEP 3 - A QR Code will appear: This unique code is your digital ticket.

STEP 4 - Tap or scan your QR Code at an MRT-3 entry gate: Simply present your phone screen with the QR code to the designated scanner.


STEP 5 - The gate will open: Proceed through the turnstile.

STEP 6 - Do the same at the exit gate: The process is identical for exiting the station, ensuring your fare is correctly calculated.


Important Note: Your GCash account must have a minimum balance of ₱28 to successfully use the Commute QR code feature. For added convenience, users can also download a copy of their Commute QR for subsequent gate uses.

Public utility buses (PUB) plying the Epifanio de los Santos Avenue (EDSA) busway will go cashless starting Thursday (Oct. 1).

In a statement on Monday, the Department of Transportation (DOTr) said there will be a strict “no Beep card, no ride” policy at the exclusive bus lane beginning Thursday as it implements the beep card cashless payment system.

“The move will also pave the way for more seamless and faster transactions, as it will improve waiting time and trim down queuing of passengers,” the statement reads.

In a media bulletin, DOTr Assistant Secretary for Road Transport Steve Pastor said the cashless system will complement existing safety and health protocols already enforced by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), such as one-meter physical distancing and the mandatory wearing of face masks and shields, among others.

“We want to ensure that commuters along Edsa will have a safer and comfortable travel, while at the same time providing them a more seamless and efficient system of public transport,” Pastor said.

Land Transportation Franchising and Regulatory Board (LTFRB) Chair Martin Delgra III said passengers of the Edsa busway should soon purchase a Beep card and its load or stored value to avoid inconveniences after the implementation of the cashless system.

He noted that the LTFRB is eyeing other cashless systems to implement in other public transportation systems to reduce potential Covid-19 transmission and at the same time provide convenience to patrons of public transport.


“We are envisioning that even more public transport vehicles adopt digital transactions means, either through QR codes, online payments, or tying up with cashless payment providers such as Beep,” Delgra said.

Beep cards use stored-value and are contactless cards currently used in the LRT-1, LRT-2, MRT-3, a number of Point-to-Point (P2P) buses, and modern public utility vehicles (PUV) nationwide.


To purchase stored value for the card, the DOTr said passengers can go to any LRT-1, LRT-2, or MRT-3 stations, FamilyMart branches, Ministop branches, Bayad Centers, or via over-the-air loading partners such as BPI, Eon by Unibank, Akulaku, and Justpayto.

During the peak of the COVID-19 pandemic, amid concerns unrelated to the virus itself, a significant and contentious issue arose concerning the implementation of full cashless payments for toll fees on Philippine expressways. This plan faced substantial criticism and was postponed, but it appears that we are once again on the verge of dealing with it.

The Toll Regulatory Board (TRB) has recently announced that starting from September 1, 2023, another trial period for contactless (or cashless) toll collection will be initiated on expressways, lasting for a duration of two months.

It is worth remembering that on August 13, 2020, the Department of Transportation (DOTr) issued Department Order No. 2020-12, mandating cashless or contactless transactions for all vehicles using toll expressways. Initially, this measure was introduced to minimize the potential transmission of COVID-19 and subsequently to enhance traffic flow efficiency within the expressways.

However, due to numerous complaints arising during the program's implementation, attributed to various constraints and RFID system glitches, the DOTr issued an addendum on January 29, 2021. This addendum permitted vehicles without RFID stickers and mandated the presence of cash lanes at all toll plazas, a policy that remains in effect today.


Will the cashless toll collection dry run be implemented at all toll plazas?

No. The TRB has released a list of toll plazas that will participate in the cashless toll collection dry run, adding that it will begin implementing the scheme in batches.

Following this, the Metro Pacific Tollways Corporation (MPTC) announced its intention to implement cashless toll payments at specific toll plazas on the expressways under its operation.

MPTC currently manages a network of expressways, including the North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway (SCTEX), Subic Freeport Expressway (SFEX), Manila-Cavite Expressway (CAVITEX), Cavite-Laguna Expressway (CALAX), C5-CAVITEX South Link Expressway, Cebu-Cordova Link Expressway (CCLEX), and NLEX Connector Road. These expressways predominantly accept payments through the Easytrip RFID system.

Any toll plazas not mentioned in the lists above will continue to accept both cash and cashless (RFID) toll payments. It’s also good to note that vehicles with no RFID sticker passing through cashless only toll plazas will be required to install an RFID sticker.

In addition, once barrierless toll payments are implemented, vehicles with no RFID stickers or with insufficient balances in their accounts will be monitored through their license plates and will be charged once their vehicle’s registration is up for renewal.

DOTr Assistant Secretary Goddes Hope Libiran said the Toll Regulatory Board will ensure that electronic tags or other cashless systems will be installed on all vehicles using the toll expressways by November 2.


RFID TO GO

SMC has introduced a scheme called “RFID To Go” where the sticker can be installed at the lanes with a minimum P200 load for Class 1 vehicles, and an amount equivalent to farthest toll for Class 2 and 3 vehicles.
