Guide to Philsys Registration Centers in Pasig

The Philippines has embarked on a significant initiative to streamline its identification system, and the cornerstone of this effort is the Philippine Identification System or PhilSys. As a Filipino citizen, I decided to register for this national identification, commonly known as PhilID, to experience firsthand the process and benefits it offers.

What is PhilSys?

PhilSys is a government program aimed at providing a unified and streamlined identification system for all citizens and resident aliens in the Philippines. At its core is the PhilID, a secure and verifiable identification card that consolidates various personal information and serves as a reliable proof of identity.

In 2019, the PhilID was enacted via PhilSys Act (Republic Act 11055). The intention is to establish a single national identification system for all Filipino citizens and resident aliens of the Philippines for the purpose of promoting seamless and efficient delivery of government service, streamlining bureaucracy, and enhancing administrative governance, among others.

With the Phil ID, any cardholder can now transact with various government agencies such as SSS, GSIS, BIR, PhilHealth, Pag-IBIG, etc. using just a single ID (replacing current IDs such as UMID, Postal ID, Voter’s ID, etc.).

PhilSys Registration

While online registration is an option, I was fortunate to discover that a PhilSys Registration Center had opened in Vista Mall Taguig in September 2022 (now closed). This prompted me to personally visit the center and undergo the registration process. Here's a glimpse of my experience:

Smooth Process at Vista Mall Taguig

Registration Form: The process kicked off with filling out a registration form, providing essential personal details such as name, address, and contact information.

Biometrics: Subsequently, the registration involved capturing biometric information, including fingerprints and a facial image. This step ensures the accuracy and uniqueness of the individual's identification.

Photographs: Front-facing photograph of myself and an iris scan.

Efficiency: The entire process surprisingly took only 10-15 minutes. The efficiency of the staff and the well-organized setup contributed to a hassle-free experience.

EPhilID - Early 2023

Approximately three months after my registration, I received an exciting update. PhilSys introduced the concept of an ePhilID, a digital version of the identification card. Here's what transpired:

Personalized Paper Copy
The ePhilID featured all my personal details and a unique QR code, serving as an added layer of authentication.

To my convenience, the ePhilID was delivered straight to my house via PhilPost, making the entire process seamless.

I Received My PhilSys ID

In November 2023, a courier surprised me with an envelope from PhilSys. Upon opening it, I was delighted to find the original PVC copy of my PhilID.

From my initial registration to the final receipt of my PhilSys ID, the entire journey took approximately a year. The government's effort to implement a comprehensive identification system was evident in the seamless process, efficient personnel, and the convenience of home delivery.

As a Filipino citizen, holding the PhilID not only symbolizes my national identity but also represents a commitment to a more efficient and secure future for identification in the Philippines.

I Finally Got My PhilSys National ID!

The Philippine Identification System, commonly referred to as PhilSys, is a groundbreaking and ambitious government initiative aimed at providing Filipinos with a universal and secure means of identification.

Since its inception, PhilSys has garnered significant attention and support for its potential to streamline government services, enhance social and financial inclusion, and strengthen national security. In this guide, we delve into the key aspects of PhilSys, its objectives, features, and the impact it promises to have on the Philippines.

What is PhilSys?

The Philippine Identification System or PhilSys refers to the government's central identification platform for all Filipino citizens and resident aliens of the Philippines.

The Birth of PhilSys

The Philippine Identification System was established through Republic Act No. 11055, also known as the "Philippine Identification System Act," signed into law in August 2018. This landmark legislation paved the way for the creation of a unified and secure identification system for all Filipinos and resident aliens.

Universal and Compulsory

PhilSys is designed to be a universal and compulsory identification system. It aims to provide every Filipino, as well as resident aliens, with a unique and secure identification number known as the "PhilSys Number" (PSN) and a corresponding physical ID card.

PhilSys Key Objectives

Streamlined Government Services: PhilSys seeks to simplify and expedite government transactions by providing a standardized means of verifying identity.

Financial Inclusion: The system aims to enhance financial inclusion by enabling access to banking and financial services for individuals who may not have had access previously.

Improved Targeting of Government Programs: PhilSys promises more accurate targeting and delivery of government services and social programs to those who need them most.

Enhanced Security: With robust security features and biometric data, PhilSys aims to bolster national security efforts by ensuring the accurate identification of individuals.

Reduced Identity Fraud: The system's advanced security measures are intended to reduce identity theft and fraud.

Features of PhilSys

Biometric Data: PhilSys collects biometric data, including fingerprints, iris scans, and a photograph, to create a secure and unique identity profile for each individual.

PhilSys Number (PSN): Each registered individual is assigned a unique PSN that will serve as their lifetime identification number, simplifying transactions and interactions with government agencies and private institutions.

PhilID Card: The PhilSys ID card is a physical card that displays the individual's name, photograph, PSN, and other relevant information. It serves as a tangible proof of identity.

Data Privacy: PhilSys is committed to protecting the privacy and security of personal information. Stringent data protection measures are in place to safeguard the data collected.

The Implementation Process

The implementation of PhilSys involves multiple stages, including registration, data collection, and distribution of PhilID cards. Citizens and resident aliens are encouraged to visit designated registration centers, where their biometric data and personal information are collected. Once registered, individuals will receive their PhilID cards, which will serve as their official proof of identity.

PhilSys holds the potential to revolutionize the way Filipinos interact with government agencies, private institutions, and each other. With a universal and secure identification system, it becomes easier for individuals to access essential services, engage in financial transactions, and participate fully in society.

As PhilSys continues its rollout across the Philippines, its impact on the nation's development, security, and inclusivity will become increasingly apparent. For many Filipinos, it represents not just an ID card but an opportunity for a more connected, efficient, and inclusive future.

Until the arrival of the National ID in physical form for all citizens, the government is providing printable digital versions that hold the same validity as the tangible cards.

Individuals who have applied for a PhilSys ID or PhilID have the option to request a printed copy of the electronic version, known as the ePhilID. Here's a guide on how to obtain one:

Here's the process for obtaining a printed copy of your digital National ID:

The National ID Registration has 3 steps.

Step 1 is the collection of demographic information and the setting of appointments for Step 2. This can be done online only if you haven’t completed yet the Step 1 registration through the house to house collection.

The second step is capturing biometric information which includes fingerprint, iris scan, a front-facing photograph, and validation ng supporting documents. You need to do this at the registration center that you choose during Step 1. Moreover, you will need your transaction number and your supporting documents.

The last step is the Issuance of PhilSys Number (PSN) and PhilID. Your National ID will be delivered to your address.

To register, visit this link https://register.philsys.gov.ph. Enter your mobile number or your email address and wait for the OTP and Follow the instruction.

For your information, Philsys issues an advisory that their website is experiencing technical difficulties due to an overwhelming number of registrants. You can try to access the website from time to time to check if it’s already working.

The national id system was signed into law in 2018 to harmonize and integrate several redundant ids of the government and make it a single id for all transactions in the government. The PhilSys Act or Philippine Identification System Act includes the Philsys number, full name, facial image, sex, date of birth, blood type, and address.

National Economic and Development Authority Karl Chua said that the national id system would help in fast-tracking the vaccination program as well as the distribution of financial aid during the lockdown. He added that the system will help low-income families to put up their own bank accounts.
