SLEX Toll Road 4 (TR4) is a large-scale infrastructure project extending the South Luzon Expressway by 66.74 km from Santo Tomas, Batangas to Lucena City, Quezon. 



Designed as a four-lane toll road, it’s meant to ease congestion along the old Daang Maharlika (AH26) and cut travel time significantly—from 3–4 hours to approximately 45 minutes—1 hour.

Route & Segmentation

The main alignment is divided into six construction packages:

  • TR4A: Santo Tomas → Makban (11.32 km)

  • TR4B: Makban → San Pablo (12.75 km)

  • TR4C: San Pablo → Tiaong (7.50 km)

  • TR4D: Tiaong → Candelaria (15 km)

  • TR4E: Candelaria → Tayabas (10.21 km)

  • TR4F: Tayabas → Lucena/Mayao (9.96 km)


It includes seven interchanges at Santo Tomas, Makban, San Pablo, Tiaong, Candelaria, Tayabas, and Lucena.




Project History & Timeline

Early planning dates back to early 2010s; construction officially began with a groundbreaking ceremony on March 26, 2019, by DPWH and SMC.

The project was initially set for completion in 2022 but faced delays due to right‑of‑way issues and pandemic disruptions.

As of January 2024, as-built progress varied per package: TR4A (~19%), TR4C (~62%), TR4D not yet started; overall right‑of‑way acquisition was ~93% complete.



Budget & Financing

Initial project estimates ranged from ₱13.1 billion to ₱26.1 billion, depending on the package.

SMC SLEX Inc. allocated:

  • ₱7.4 billion (2023) and ₱6.77 billion towards TR4 and SLEX widening.

  • Additional supplemental capex of ₱3.27 billion in 2024 — bringing total capex to ₱11.33 billion.

  • Plans to fully fund the ₱26.1 billion project by completion in 2026.




Construction & Current Status

Construction remains ongoing, with partial partial opening possible in 2025, while full operation is targeted for 2026—or possibly early 2027.

As of late 2024, some connected lanes along the existing SLEX are being widened to 6 lanes per direction, expected to complete by mid‑2025.

Supporting infrastructure, such as the Ayala Greenfield Interchange, began construction in October 2024, enhancing connectivity.


Strategic Importance

TR4 is a cornerstone of the national "Build, Build, Build" infrastructure initiative aimed at decongesting provincial roads and boosting regional mobility .

It's expected to reduce travel time from Sto. Tomas to Lucena from ~3 hours to ~45 minutes, transforming transportation for communities, tourism, and logistics.

It connects to upcoming SLEX TR5, which will extend further into the Bicol region, enhancing economic integration and trade routes.



Challenges & Concerns

Land acquisition hurdles delayed initial timelines—most right‑of‑way issues resolved by early 2024 .

Critics argue SLEX expansions—including TR4—are reactive, addressing traffic symptoms without fixing design flaws or flood resilience.

Drivers report pavement issues, poor signage, and RFID glitches on parts of the existing SLEX—a reminder of the need for quality controls as new sections come online.


Summary


SLEX TR4 represents one of the Philippines' most significant regional projects to date—promising transformative reductions in travel time, decongestion, and economic uplift for CALABARZON and beyond. Its success rests on timely completion, high-quality construction, and seamless integration with existing corridors. All You Need to Know About SLEX Toll Road 4 (TR4)


Cashless tolls started to operate today, September 1, 2023.



During the peak of the COVID-19 pandemic, amid concerns unrelated to the virus itself, a significant and contentious issue arose concerning the implementation of full cashless payments for toll fees on Philippine expressways. This plan faced substantial criticism and was postponed, but it appears that we are once again on the verge of dealing with it.

The Toll Regulatory Board (TRB) has recently announced that starting from September 1, 2023, another trial period for contactless (or cashless) toll collection will be initiated on expressways, lasting for a duration of two months.

It is worth remembering that on August 13, 2020, the Department of Transportation (DOTr) issued Department Order No. 2020-12, mandating cashless or contactless transactions for all vehicles using toll expressways. Initially, this measure was introduced to minimize the potential transmission of COVID-19 and subsequently to enhance traffic flow efficiency within the expressways.

However, due to numerous complaints arising during the program's implementation, attributed to various constraints and RFID system glitches, the DOTr issued an addendum on January 29, 2021. This addendum permitted vehicles without RFID stickers and mandated the presence of cash lanes at all toll plazas, a policy that remains in effect today.


Will the cashless toll collection dry run be implemented at all toll plazas?

No. The TRB has released a list of toll plazas that will participate in the cashless toll collection dry run, adding that it will begin implementing the scheme in batches.

Following this, the Metro Pacific Tollways Corporation (MPTC) announced its intention to implement cashless toll payments at specific toll plazas on the expressways under its operation.

MPTC currently manages a network of expressways, including the North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway (SCTEX), Subic Freeport Expressway (SFEX), Manila-Cavite Expressway (CAVITEX), Cavite-Laguna Expressway (CALAX), C5-CAVITEX South Link Expressway, Cebu-Cordova Link Expressway (CCLEX), and NLEX Connector Road. These expressways predominantly accept payments through the Easytrip RFID system.

In line with this, the following toll plazas under MPTC’s management will only be accepting cashless payments:

The same goes for expressways under the management of SMC Tollways of San Miguel Corporation (SMC), as well as Villar Group’s Prime Asset Ventures, Inc. (PAVI) which accepts payments from Autosweep RFID.

SMC Tollways currently operates the South Luzon Expressway (SLEX), Southern Tagalog Arterial Road (STAR Tollway), Metro Manila Skyway, Metro Manila Skyway Stage 3, NAIA Expressway (NAIAX), and Tarlac-Pangasinan-La Union Expressway (TPLEX). On the other hand, PAVI operates the Muntinlupa-Cavite Expressway (MCX).

ACTIVITIES AND TOURS IN MANILA

Any toll plazas not mentioned in the lists above will continue to accept both cash and cashless (RFID) toll payments. It’s also good to note that vehicles with no RFID sticker passing through cashless only toll plazas will be required to install an RFID sticker.

In addition, once barrierless toll payments are implemented, vehicles with no RFID stickers or with insufficient balances in their accounts will be monitored through their license plates and will be charged once their vehicle’s registration is up for renewal.

CALAX Silang-Aguinaldo Interchange

The Silang-Aguinaldo Interchange of the Cavite-Laguna Expressway (CALAX) will open by September 2023, cutting your Tagaytay trips shorter (20 minutes from this new exit), a good news from Metro Pacific Tollway South on Thursday, August 3.

The last time I chose CALAX, it took me within hour from the Mamplasan Rotonda to Tagaytay city proper. With the opening of the Silang-Aguinaldo Interchange, travel time will be cut to 30 minutes.

Construction of CALAX

CALAX construction manager Engr. Wilson Bontigao told the media that the Silang-Aguinaldo Interchange is 91% complete as of August 1 and is scheduled to be completed by September.

The highway will link the Manila-Cavite Toll Expressway (CAVITEX) and Mamplasan in Binan, Laguna upon its completion, reducing travel time from CAVITEX to South Luzon Expressway by about 45 minutes.

Currently, only 14.24 kilometers are operational from Greenfield Mamplasan to Silang East Interchange. The entire expressway is eyed to be operational by November 2024.

As for toll fees, CALAX uses Easytrip RFIDs which motorists can also use to pay toll in CAVITEX and its C5 Link.

Navigating the Philippines: An Overview to PH Expressways and Tollways


In a move to enhance sustainability, the Cebu Cordova Link Expressway Corporation (CCLEC) has successfully integrated renewable energy into the operations of its 8.9-kilometer toll expressway.



The company recently completed a P60-million on-grid and hybrid solar farm, expected to generate a minimum of 50,400 kilowatt hours (kWh) of energy monthly. This solar initiative is part of CCLEC’s broader investment exceeding P150 million in various sustainable projects.

Scheduled to be fully operational by April, the solar farm is projected to significantly reduce the Cebu-Cordova Link Expressway’s (CCLEX) energy costs by supplying daytime power for essential functions, including roadway lights, traffic control rooms, closed-circuit television cameras, road weather information systems, variable message signs, and toll plazas.

"The completion of our solar farm is a significant milestone in our drive towards being more sustainable in our operations by reducing our carbon footprint and promoting the use of clean, renewable energy," stated Allan G. Alfon, President and General Manager of CCLEC.



The solar farm is expected to achieve carbon emission savings equivalent to 237,082 kilograms, akin to planting 7,076 trees. CCLEC has installed 862 photovoltaic panels across three strategic locations within the expressway: the Toll Plaza, the Toll Operations Center building, and a 3,500 square meter area by the causeway.

"Setting aside a significant area for this project is staying true to our mission of bringing good life to people, not only through our infrastructure developments but also through sustainable practices," added Alfon.


Other Sustainable Initiatives

Beyond the solar farm, CCLEC has implemented several other environmental protection measures. The company invested P60.7 million in installing 13 oil interceptors along the expressway. These interceptors prevent vehicle grease and oil from contaminating the sea by capturing these substances before rainwater runoff discharges into the ocean.



Additionally, CCLEC has constructed a P9.6-million sewage treatment plant utilizing a hybrid moving bed biofilm reactor and membrane bioreactor, an advanced system for treating sewage. This plant has a treatment capacity of 65 cubic meters per day, ensuring that harmful elements in wastewater are treated before being released into the sea.

To mitigate traffic noise, particularly for the nearby Cordova orphanage, CCLEC erected a 235-meter noise barrier at a cost of P20 million. This initiative was developed in consultation with the management of the Children’s Haven of Albert Schweitzer Familienwerk Foundation Philippines, Inc.

Tollway Companies in the Philippines: Shaping the Expressway Network


San Miguel Holdings Corp. (SMHC) has been awarded the P27 billion Cavite-Batangas Expressway (CBEx) project.



San Miguel Corp. (SMC) confirmed in a regulatory disclosure that the Cavite provincial government and SMHC signed on February 7 the joint-venture agreement as well as tollway concession agreement to implement CBEx. SMHC is the holding company of conglomerate SMC.

The project is eyed for completion in two and a half years, with right-of-way clearing activities seen to start in June, according to Cavite Governor Juanito Victor “Jonvic” Remulla.


For its first three years of operations, CBEx is expected to serve an estimated 40,000 motorists daily, he added.



The project will be implemented at no cost to the Cavite provincial government for a concession period of 35 years.

The awarding comes after no competitive proposal for the project was received by the Cavite provincial government.

SMHC was awarded in June 2022 the original proponent status for its unsolicited proposal to build and operate CBEx. Following this, detailed negotiations ensued and the parties reached a successful conclusion in September 2022.



The Cavite provincial government then proceeded in October 2022 with a competitive selection process, mandatory under the province’s public-private partnership code, to solicit comparative proposals from other potential proponents as counterbids to SMHC’s unsolicited proposal.


The Cavite provincial government moved the deadline for submission of competitive proposals from December to January, but on January 23 said it had not received proposals for the project.

The CBEx project involves the construction, financing, operation and maintenance of a 27.06-kilometer toll road traversing the municipalities of Silang, Amadeo, City of Tagaytay, lndang, Mendez and Alfonso in Cavite and Nasugbu, Batangas.
