Metro Manila will be placed under the strictest enhanced community quarantine classification from August 6 to 20 in light of the threat posed by the Delta coronavirus variant, Malacañang announced on Friday.

From July 30 to August 5, however, the region will be under general community quarantine "subject to heightened and additional restrictions," said Roque.

"No need for panic buying because we have one week to prepare," he said. 

Under ECQ only essential trips and services are allowed, while GCQ with heightened restrictions and additional restrictions protocol bans indoor and al fresco dining.



The decision was reached after the Metro Manila Council, which is composed of Metro Manila mayors, met with the government inter-agency COVID-19 task force to appeal for the imposition of stricter measures in the region.

Metro Manila back to ECQ from August 6 to 20, 2021


President Rodrigo Roa Duterte approved the recommendation to extend the general community quarantine (GCQ) “with heightened restrictions in Metro Manila until August 15, Malacañang announced on Wednesday.

The stricter GCQ has been retained in Metro Manila, after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) observed an increase in the daily attack rate, two-week average attack rate, and health care utilization rate in the country’s metropolis, Presidential Spokesperson Harry Roque said in a pre-recorded Talk to the People.

“The Chief Executive extended the General Community Quarantine (GCQ) with heightened restrictions classification of the National Capital Region beginning August 1, 2021 until August 15, 2021,” Roque said in a press statement.

Apart from Metro Manila, four of its nearby provinces – Bulacan, Cavite, Laguna, and Rizal – will also be placed under GCQ with heightened restrictions from August 1 to 15, Roque said.


Other areas that will be under GCQ with heightened restrictions beginning August 1 include Ilocos Sur, Cagayan, Lucena City, Naga City, Aklan, Bacolod City, Capiz, Negros Oriental, Zamboanga del Sur, Misamis Oriental, Davao City, Davao del Norte, Davao de Oro, Davao Occidental, and Butuan City, Roque said.

Originally, GCQ with heightened restrictions have been imposed in Metro Manila, Ilocos Norte, Ilocos Sur, Davao de Oro, and Davao del Norte from July 23 to 31.

ECQ retained in 4 areas

Meantime, the province of Iloilo and its highly-urbanized city will remain under the most restrictive enhanced community quarantine (ECQ) until August 7, he said.

He added that ECQ status will also be retained in Cagayan de Oro and the City of Gingoog in Misamis Oriental.

The ECQ classification has been imposed in the Iloilo province and its city, as well as in Cagayan de Oro and Gingoog City, due to the apparent spike in the coronavirus disease 2019 (Covid-19) infections.


MECQ status

The modified ECQ (MECQ), second to the most restrictive quarantine classification, will be imposed in Ilocos Norte, Bataan, Lapu-Lapu City and Mandaue from August 1 to 15, Roque said.

Bataan, Lapu-Lapu City, and Mandaue are currently under modified GCQ (MGCQ) until July 31.

The quarantine status in Ilocos Norte has also been upgraded since it is currently under GCQ with heightened restrictions until end of July.


GCQ sans restrictions

Roque said the GCQ classification sans restrictions will be implemented in Baguio City, Apayao, City of Santiago, Isabela, Nueva Vizcaya, Quirino, Quezon, Batangas, Puerto Princesa, Guimaras, Negros Occidental, Zamboanga Sibugay, City of Zamboanga, Zamboanga del Norte, Davao Oriental, and Davao del Sur from August 1 to 31.

General Santos City, Sultan Kudarat, Sarangani, North Cotabato, South Cotabato, Agusan del Norte, Surigao del Norte, Agusan del Sur, Dinagat Islands, Surigao del Sur, and Cotabato City in the Bangsamoro Autonomous Region in Muslim Mindanao will also be placed under regular GCQ for the entire month of August, he said.

The rest of the country will stay under MGCQ next month.

Duterte approved the IATF-EID’s recommendation quarantine classifications for the month of August.

Duterte said his administration has to continue imposing strict measures against Covid-19 “to protect public health and safety.”

He said he was left with no choice but heed the medical experts’ advice.

  1. Take an RT-PCR or Antigen Test within 72 hours prior to the target date of arrival. (If not vaccinated)

    1st dose - need to present negative antigen test
    2nd dose - if within 14 days, need to present negative antigen test
    Fully vaccinated - 14 days after vaccination of 2nd dose, no need for antigen, but must go to triage upon arrival

  2. Go to visita.baguio.gov.ph then create an account.
  3. Accomplish all necessary fields then upload ID, current photo, and you negative COVID-19 test result.
  4. Click submit then wait for the QR code confirmation in your given email address.
  5. Upon receipt of confirmation, you are only allowed to enter Baguio City within 24 hours.



UPON ARRIVAL
  1. Present your QR code at the border for verification based on the following:
    YELLOW QR: Central Triage or Camp John Hay Triage
    BLUE QR: Hotels/Terminals with Triage

Taal Volcano continues to emit high levels of sulfur dioxide (SO2) for the past 24 hours, the Philippine Institute of Volcanology and Seismology (Phivolcs) reported Thursday.

An average of 3,755 tonnes of SO2 was recorded on July 14. The figure, however, is lower compared to the average 4,184 tonnes and 6,134 tonnes recorded last July 13 and July 12, respectively.

Prolonged exposure to SO2 may cause sore throat and difficulty in breathing, according to the Department of Health.

The steam-rich plumes reached 1,800 meters in height on July 14.

At least 17 volcanic earthquakes caused by movements or eruptions of magma from the volcano were also recorded for the past 24 hours. These included 16 volcanic tremors lasting from 1 to 36 minutes, and one low frequency volcanic quake.

Although few, the volcanic earthquakes recorded are slightly higher than the six volcanic quakes the previous day.

Alert level 3 (magmatic unrest) is maintained over the Taal Volcano, as there is magmatic intrusion at its main crater that may further drive succeeding eruptions.

Phivolcs reiterated that entry into the Taal Volcano Island and the high-risk barangays in Agoncillo and Laurel towns must be prohibited due to the hazards of pyroclastic density currents and volcanic tsunami should strong eruptions occur.

Likewise, communities around the Taal Lake shores are advised to take precautionary measures against possible airborne ash and volcanic smog (vog) and calmly prepare for possible evacuation should unrest intensify.

The additional restrictions in Metro Manila amid the general community quarantine (GCQ) status have been lifted, Malacañang announced on Thursday.

This developed after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), in a meeting held Wednesday, decided to recommend to President Rodrigo Duterte the further easing of restrictions in Metro Manila.

Metro Manila will be placed under the more relaxed GCQ starting July 16, Presidential Spokesperson Harry Roque, who also serves as IATF-EID spokesperson, said in a video message.

Metro Manila was initially placed under GCQ “with some restrictions” from July 1 to 15.

Rizal and Bulacan, which were also put under GCQ “with some restrictions,” will also be under a more relaxed GCQ beginning July 16, Roque said.

Puerto Princesa City, Zamboanga del Norte, Davao Oriental, Surigao del Sur, and Dinagat Islands, which were under the more restrictive modified enhanced community quarantine (MECQ) from July 1 to 15, will likewise be put under GCQ.

The GCQ status will also be implemented in Baguio City, Apayao, City of Santiago, Isabela, Nueva Vizcaya, Quirino, Quezon, Batangas, Guimaras, Negros Occidental, Zamboanga Sibugay, City of Zamboanga, General Santos City, Sultan Kudarat, Sarangani, Cotabato, South Cotabato, Agusan del Norte, Surigao del Norte, Agusan del Sur, and Cotabato City.

Roque said the “heightened restrictions” in Cavite will also be lifted beginning July 16.

MECQ status

Meantime, Iloilo City and Iloilo province will stay under MECQ until July 22, Roque said.

“Kung hindi po mag-improve ang ating mga numero ay possible pong mabagong muli ang classification ng Iloilo City at Iloilo (There might be a possible change anew in the quarantine classification in Iloilo City and Iloilo if the numbers do not improve),” he said.

Roque said Cagayan de Oro City, Davao Occidental, Davao de Oro, Davao del Sur, Davao del Norte, and Butuan City will also remain under MECQ from July 16 to 31.

Laguna, however, will remain under GCQ “with heightened restrictions” until the end of July, Roque said.

Cagayan, Lucena City, Naga City, Negros Oriental, Zamboanga del Sur, and Davao City, which were initially under MECQ, will also be under GCQ “with heightened restrictions” until July 31, Roque said.

Roque said the GCQ classification “with heightened restrictions” will likewise be imposed in Aklan, Bacolod City, Antique, and Capiz from July 16 to 22.

Aklan, Bacolod City, Antique, and Capiz were supposed to be under GCQ sans restrictions for the entire July.

The 18-kilometer portion of the new expressway, which covers the Tarlac, Rio Chico River Bridge and Aliaga sections, will benefit around 11,200 motorists and commuters.

It is also expected to shorten the travel time of 70 minutes between the cities of Tarlac and Cabanatuan to just 20 minutes.

Duterte said the event marks another milestone in his administration’s ambitious “Build, Build, Build” infrastructure program.

“This project will improve movement of goods going to and from Metro Manila and Central Luzon, which will be beneficial to entrepreneurs, consumers and the economy,” Duterte said in a keynote speech during the inauguration of the 18-kilometer Tarlac Interchange to Aliaga Section of CLLEX Project (Phase 1) in Tarlac City.

He said the new expressway would also allow commuters to “spend more time for their families and other productive activities” since they need not endure a longer travel time.

“I am sure that our kababayans (fellow countrymen) will be pleased that the usual 70-minute travel between these two major cities in Central Luzon will be reduced to just 20 minutes,” he said. “This new expressway should greatly benefit commuters going to and from Metro Manila and Cabanatuan City with a shorter commute.”

Duterte also thanked the Japanese government for helping fund the construction of CLLEX in support of the Philippines’ “Build, Build, Build” program.

“The infusion of PHP12 billion by the Japan International Cooperation Agency or JICA attests to the indispensable role of Japan as one of our important partners in attaining inclusive program through infrastructure development,” he said.

Duterte likewise lauded the Department of Public Works and Highways (DPWH) and its partners for the “speedy, efficient, and timely” completion of the 18-kilometer section of the CLLEX.

He guaranteed his fellow Filipinos that his administration remains committed to fulfilling its promise of providing them a “more comfortable life.”

“And, this assurance includes the effective, efficient, safe and timely completion of major infrastructure and transportation-related developments,” Duterte said. “Just keep in mind that transparency, accountability and integrity must be upheld in all our development projects.”

Duterte also noted that the entire 30-kilometer CLLEX Project, once completed, will help improve access to several localities in Tarlac and Nueva Ecija.

The DPWH has promised to complete the entire 30-kilometer expressway project within Duterte’s term, with the 10.30-kilometer Cabanatuan Section under Contract Package 4 already at 88.7 percent completion.

In a radio interview, Presidential Spokesperson Harry Roque said children should be given the chance to spend more time outside of their homes since Covid-19 already took a toll on their physical and mental health.

“‘Yung concern talaga natin din ay iyong physical and mental well-being ng ating mga bata (Our concern here really is the children’s physical and mental well-being), Roque said. “So, ngayon, kumbaga ay binibigyan natin ng pagkakataon na makalanghap ng hangin, makita nila iyong iba’t ibang tanawin sa labas ng bahay (So, now, we are letting them breathe a fresh air and see other attractions outside).”

The local government units, however, may increase the age restriction, depending on the Covid-19 situation in their respective jurisdictions.

Roque said the IATF-EID’s new policy was based on “science.”

He also ensured that the children’s safety would not be compromised, since the activities will be done outdoors and the strict health protocols will be followed.

“Alam niyo po kasi. binabalanse natin dahil mahigit isang taon nang hindi pupuwedeng lumabas ang ating mga kabataan. At mayroon pong impact sa kanilang physical at mental na kalusugan (We are balancing the situation because it has been more than a year since the youth have been prohibited to go outside. It has an impact on their physical and mental health),” Roque said.

The government has restricted the public movement when the country was hit by Covid-19 last year.

According to IATF-EID Resolution 125 issued Thursday, children can only go to outdoor areas such as parks, playgrounds, beaches, biking and hiking trails, outdoor tourist sites and attractions as may be defined by the Department of Tourism, including on outdoor non-contact sports courts and venues, and al-fresco dining establishments.

Mixed-use indoor or outdoor buildings and facilities like malls and similar establishments are not included in the allowed outdoor areas for children, the resolution states.
