Here's your complete and comprehensive guide in getting a copy of PSA birth certificate in person.

One document every Filipino needs to have is their birth certificate. This is an official document that details your identity, nationality, and lineage. Your PSA birth certificate is typically required if you’re applying for licenses, IDs, and official documents for school and employment purposes, among others. You can obtain this document from the Philippine Statistics Authority (PSA).

In this guide, you learn how to get a PSA birth certificate online. For those who wanted to order a copy online, visit PSA Birth Certificate Online Application Guide

What is a PSA Birth Certificate?

PSA birth certificate is an official document containing a person’s birth details, including their full name, gender, place of birth, date and time of birth, and parents’ basic information.

Upon birth, the doctor or any authorized medical staff files a report with the Local Civil Registry Office (LCRO) of the city or municipality where the birth occurred. The Certificate of Live Birth is then endorsed by the LCRO to the PSA for certification and printing on PSA’s security paper.

Why Do You Need a PSA Birth Certificate?

A birth certificate is a valuable piece of identification. This official document is used to verify someone’s birth. It is also the basis for evaluating a person’s legal capacity to enter into a transaction and execute a contract. Here are the common instances a birth certificate is required:

Frequently Asked Questions (FAQs)

Is the Certificate of Live Birth the same as the PSA Birth Certificate?

No. The Certificate of Live Birth is for data entry purposes only and is an unofficial document that proves you were medically alive when your mother gave birth to you.

Does the PSA have copies of birth certificates of people born before 1945?

If you’re requesting the birth certificate of someone born before 1945, the PSA will only issue you a Negative Results Certification, which means no record of the birth can be found in the PSA archives. You can use the certificate to check with the Local Civil Registrar where your birth certificate was registered.

How can I correct typographical errors or wrong information in my birth certificate?

Depending on the type of correction you need (administrative or judicial), you can process the correction on your own or through a court proceeding. Certificates with clerical or typographical errors (like wrong gender or wrong date of birth) can be corrected by filing a petition with the LCRO where the birth was reported. The same applies if you intend to correct an error in your first name.

Changing of name, nationality, citizenship, parents’ name, middle name (of the child or the mother), and birth year as well as changes with the child’s legitimacy or illegitimacy require judicial proceedings for correction.

Do PSA birth certificates expire?

Birth certificates issued and certified by PSA have no expiration date. However, entities such as the Department of Foreign Affairs and embassies require the birth certificate copy not to be older than six months from the date of payment.

Why did I get a Negative Certification from PSA instead of the requested copy?

If you received a Negative Certification, it means that the PSA has no record of your birth in their digital and paper archives. You can use the certificate to check with the Local Civil Registrar where your birth certificate was registered.

Did you know that different segments of the North-South Commuter Railway (NSCR) Project were attempted to be implemented: 1st in 1994 together with the government of Spain and the private sector (a.k.a. Northrail Project); 2nd in 1999 together with the government of Japan (JBIC); 3rd in 2004 together with the government of South Korea (a.k.a. North-South Linkage Project); and 4th from 2002-2011 together with the government of China (a.k.a. Northrail Project)?

After more than two decades and attempts of four administrations to implement, as of June 2016, the 147-km., 35 stations NSCR Project, had zero awarded contracts, zero physical progress, and zero trains ordered / started production.

Worse, the latest attempt to implement the project ended up in a protracted legal battle in international arbitration (Northrail vs. SINOMACH), which threatened to further delay and stall progress on the NSCR Project as of June 2016.

In 2017, I, as Northrail ex-officio Chairman, and BCDA President Vince Dizon, concluded a historic out-of-court Settlement Agreement of the legal dispute with SINOMACH, which saved the Philippine government more than PHP5 billion ($100 million) in potential payment of claims to SINOMACH, and hundreds of millions more in legal fees and arbitration costs. More importantly, the Settlement Agreement removed this legal obstacle to the progress of the NSCR Project.

On going construction of NSCR

Now, with assistance from the Japanese Government / Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB), PNR Clark Phase 1 (Tutuban-Malolos; 38 km.) and PNR Clark Phase 2 (Malolos-Clark; 53 km.) are now in full swing construction, and delivery of the NSCR’s 58 8-car Train Sets (464 Train Cars or bagons) have started, with the 1st Train Set already delivered in November 2021. Meanwhile, all nine civil works contracts for the construction of PNR Calamba (Manila-Calamba; 56 km.) are about to be awarded within the 1st quarter of 2022.

As of December 2021, PNR Clark 1 has a 53.85% overall progress rate, PNR Clark 2 has a 34.46% overall progress rate, and PNR Calamba has a 28.62% overall progress rate.

The NSCR System will cut travel time from Clark International Airport to Calamba, Laguna from over 4 hours to as short as 1 hour and 30 minutes, and is expected to serve more than 1 million passengers per day after full operations.

Starting with its first conceived feasibility study in 2000, progress for completion of Bohol-Panglao International Airport (BPIA) went on for 18 years. Construction for the project l started in 2015.

However, when we came into office on June 2016, the project has already incurred 47% slippage due to delays. Thus, I ordered the 24/7 construction to the airport to ensure its completion.
