Internet cafes and sports facilities will now be allowed to operate at a limited capacity in the nation’s capital, Manila City Mayor Francisco ‘Isko Moreno’ Domagoso announced on Monday, August 31.


EXECUTIVE ORDER NO. 37

Domagoso signed Executive Order No. 37 allowing internet cafes and sports facilities such as gyms and fitness studios to operate, provided that the venue capacity is limited to 30-percent.

The Mayor said these businesses and facilities are allowed to operate from 5:00 am to 10:00 pm, in compliance with the city government’s adjusted curfew hours from 10:00 pm to 5:00 am.

CURFEW

“Kayo ay makakapagbukas na mula ala singko ng umaga hanggang alas diyes ng gabi. Kung ang negosyo niyo po ay gym, simula bukas ay pinapayagan na po kayo ng lokal na pamahalan mag-operate, ito ay alinsunod po sa pinirmahan ko kanina na Executive Order No. 37,” Domagoso said in a Facebook Live broadcast.

Under the executive order, sports facilities are allowed to resume operations “limited only to non-contact sports and other forms of exercise such as walking, jogging, running, biking, swimming, tennis, badminton, equestrian, range shooting, and skateboarding using an outdoor setting only.”


FITNESS

Gyms and fitness studios are also allowed to reopen only for individual workouts. “Group sessions composed of two or more persons shall be strictly prohibited,” the executive order stated.

Internet cafes, meanwhile, are allowed to reopen provided that their equipment may only be used for work or educational purposes.

Domagoso also stressed that operators of all internet cafes and sports facilities are required to wear face masks and face shields at all times.

“May konti lang ako hihingilin na kaunting responsibilidad. Sa mga nagpapatakbo ng internet shop at gym, kayo ay required na magsuot ng mask at face shield at all times,” Domagoso said.


“Sa mga papasok naman sa internet shop, kailangan kayo ay naka mask at hindi niyo itong puwede tanggalin habang nasa loob kayo ng internet shop,” he said.

But the Mayor said that persons who will be engaging in exercise and other sports activities may remove their face masks but only during their respective activities.

Pasig City Mayor Vico Sotto is urging residents to wear face shields aside from face masks on public transports, workplaces and commercial establishments as an added protection from coronavirus disease (COVID-19).


MANDATORY USE OF FACE SHIELDS

Sotto said the City Council has recently passed an ordinance imposing the mandatory use of face shields on public transports, work offices, and stores amid the pandemic.

The local government has adopted the guidelines set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF), the Departments of Trade and Industry (DTI), and Labor and Employment (DOLE) on the use of face shields.

In his social media posts, Sotto shared photos of the city’s traffic enforcers distributing face shields to drivers of public utility vehicles in Pasig.

“Bukod sa face mask ay kailangan may suot tayong face shield kapag nasa pampublikong transportasyon at indoors—opisina, tindahan, atbp. (Aside from face mask, we need to wear face shield when on public transportation and indoors — offices, shops, etc.),” Sotto reminded.


“Hindi kailangan ng face shield habang nagmamaneho, nagbibisikleta, o nage-exercise (No need to use face shield while driving, cycling, or exercising),” he added.

Public Works and Highways Secretary Mark A. Villar announced that a new coastal road is now open from Rompeolas or the Sorsogon City’s baywalk up to Barangay Balogo, providing road travellers a pleasant view of the Sorsogon’s coastline.

In his report to Secretary Villar, Senior Undersecretary for Luzon Operations Rafael C. Yabut said that other than decongesting the heavy traffic in the main thoroughfare of Sorsogon City, this road was built to provide protection to the surrounding areas from storm surge especially that Bicol Region is among the most frequent path of typhoons entering the Philippine area of responsibility.

The completed coastal road with rock causeway and three (3) bridges with a total length of 110.70 lineal meter begins at junction Daang Maharlika traversing several barangays of Sirangan, Sampaloc, Balogo and will eventually connect to barangays Pangpang, Tugos, Cambulaga, and Talisay in Sorsogon City.


This road project is a realization of infrastructure development plans of Sorsogon Governor and former Senator Francis “Chiz” G. Escudero and Sorsogon City Mayor Maria Ester E. Hamor who  spearheaded the recent opening of the coastal road also attended by Undersecretary Yabut.

‘Ber’ months begin with the Philippines still under different levels of community quarantine as COVID-19 cases remain on the rise. The classifications will be effective for a month – Sept. 1 to 30 – instead of the usual two weeks.

The government has placed Metro Manila and four other areas under the lenient general community quarantine (GCQ) and has imposed a partial lockdown in Iligan.

Presidential spokesman Harry Roque said on Monday night, Aug. 31, that the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases recommended that Metro Manila remain under GCQ along with Bulacan, Batangas, Tacloban City and Bacolod City.

Bulacan, Tacloban City and Bacolod City were reverted to GCQ from modified GCQ or MGCQ.

Iligan, meanwhile, was placed under the stricter modified enhanced community quarantine (MECQ). The city's officials had asked the regional task force dealing with the pandemic to allow them to return to enhanced community quarantine or ECQ, the strictest lockdown scenario due to rising coronavirus disease 2019 (COVID-19) infections. Previous reports said 21 of the 44 barangays in Iligan have recorded third-degree local transmissions.

The rest of the country will be under the most lenient MGCQ.

Instead of just two weeks, the new quarantine classifications will be effective for the whole month of September, the beginning of the festive season in the country due to the upcoming Christmas holidays.

Officials previously said placing regions under lockdowns is no longer sustainable as it would harm the economy and disrupt livelihoods. They are instead eyeing the localized implementation of quarantine measures to contain COVID-19 transmission while reopening the economy.

Earlier, presidential spokesman Harry Roque said Metro Manila mayors, whose areas account for more than a third of the Philippines' economic output, wanted the capital region to remain under GCQ and were in favor of shorter curfew hours.

Under GCQ, public transportation services are allowed but on a limited capacity and most industries can operate partially. Only up to 10 persons who can join gatherings to ensure that physical distancing is observed.

Roque said there were also suggestions to downgrade Metro Manila to MGCQ because of its economic contributions but this was apparently not feasible.

Roque previously disclosed Metro Manila’s case doubling rate is nine days while the requirement for an area to be placed under MGCQ is 28 days. Under MGCQ, more sectors like tourism can resume operations and more modes of mass transportation are permitted. Restrictions on public gatherings are also relaxed.


Roque said mayors have also proposed that the start of the curfew be adjusted to 10 p.m. instead of 8 p.m. Local chief executives of the National Capital Region imposed uniform curfew hours of 8 p.m. to 5 a.m. last Aug. 19. Only Navotas City wanted to retain the present curfew hours, Roque added.

Asked if the President would agree with the proposal to adjust curfew hours, Roque said it would depend on the decision of local governments.

The architect actually came up with the concept after coming across a lovely amakan house during a trip to El Nido, Palawan.

“I was at awe with the design and it made it feel so welcoming and homey just like how it was before the urbanization took place. This inspired me to come up with an amakan concept but with a modern touch to it,” Osorio shared.

“I wanted to promote the beauty of our culture in a way that it makes every Filipino feel like home.

It seems more and more Filipinos are taking an interest at modernized old school designs. A young architect from Bohol, Zeus Zamora, shared his "tiny house" design that featured indigenous Filipino materials like Sawali.

The final design of the 3.7-kilometer Panguil Bay Bridge in Northern Mindanao will be ready  December this year with actual construction expected to begin early next year.


The Department of Public Work Highways (DPWH) recently announced they are now conducting a geotechnical survey to finalize the design of the P7.375-billion Bridge.

Undersecretary Emil Sadain disclosed from 45, they are now down to about 23 more borehole test analyses to ensure reliable reference for the final design of  the bridge.

“The result of the geotechnical investigation onshore and offshore as well as bathymetric data from the study of the underwater depth of ocean floors is vital to ensuring that the Panguil Bay Bridge is built on good foundations with high strength to weight ratio,” Sadain said.


THE LONGEST BRIDGE IN THE PHILIPPINES

Once completed, Panguil Bay Bridge will be the longest bridge in the Philippines, overtaking San Juanico Bridge in Eastern Visayas which spans 2.164 kilometers.

Through the Panguil Bay Bridge, land travel between Tangub City, Misamis Occidental and Tubod, Lanao del Norte is expected to be reduced from two and a half hours to just seven minutes.


“Panguil Bay Bridge is a realization of the promise to make Filipinos even more connected by building a mega bridge that will provide convenient inter-island travel in the archipelagic topography of Northern Mindanao,” Public Works and Highways Secretary Mark Villar said.

The project is funded by a loan agreement between the Philippine government and Korean Export Import Bank.

The coronavirus pandemic pushed most of the world's major economies into unprecedented contractions in the second quarter, except for China which escaped a recession.

Japan

Japan announced in mid-May that it was already in recession -- two consecutive quarters of contraction -- when first-quarter GDP slid by 0.6 percent after a 1.9 percent drop in the final quarter of 2019.

On Monday the world's number three economy recorded a further slump of 7.8 percent in the April-June quarter, its worst on record, as the coronavirus deepens the country's long-running economic woes.

Britain

The UK suffered the worst recession in Europe in the first two quarters of the year, also recording the continent's highest number of coronavirus deaths. GDP fell 20.4 percent in the second quarter after a 2.2 percent drop in the first.

Germany

Europe's top economy was hit less hard by the coronavirus than its neighbours, but still saw its GDP fall by 10.1 percent in the second quarter after a decline of 2 percent in the first.

Germany's previous record for a quarterly GDP drop was 4.7 percent in the first quarter of 2009, after the financial crisis of 2008.

France

The eurozone's number two economy was in a longer and stricter lockdown than its eastern neighbour, and second-quarter GDP fell more steeply, by 13.8 percent, after a drop of 5.9 percent in the previous three months.

Italy

After a 5.2 percent drop in the first quarter, Spain's economy contracted a further 18.5 percent in the second, notably because of a 60 percent drop in tourism income and a fall by one-third in exports.

Eurozone

The eurozone's overall GDP plunged 12.1 percent in the three months to June, after 3.6 percent in the first quarter, making the second quarter downturn "by far" the worst since statistics agency Eurostat started compiling growth data for the area in 1995.

United States

The United States, the world's top economy, suffered a 9.5 percent slump in the second quarter following a 1.3 percent drop in the first, according to figures published by the OECD.

The US government also publishes annualised figures (-32.9 percent in the second quarter), a method that is not comparable with most other countries.

China

China, the world's second-largest economy, may have been where the novel coronavirus originated, but thanks to strict lockdown measures it was able to largely halt the spread of the virus and reopen factories, thus avoiding a recession.

In the second quarter its economy rebounded by 11.5 percent, having fallen by 10 percent in the first quarter. Still, growth for this year will be well below the breakneck rates China has seen in recent years.

“It is hereby declared that all vehicles shall enter and use tollway facilities through cashless or contactless transaction initially as a measure to mitigate the transmission of COVID-19 and subsequently as a means to ensure a more efficient flow of traffic within expressway,” said Department Order 2020-12, which was released on Wednesday.

A million additional cases have been detected globally roughly every four days since mid-July, according to an AFP tally, with India on Sunday setting the record for the highest single-day rise in cases with 78,761.

COVID-19 IN THE AMERICAS
On the other side of the world, Latin America -- the worst-hit region -- was still struggling with its first wave, with COVID-19 deaths in Brazil crossing 120,000, second only to the United States.

Brazil's curve "has stabilized now, but at a very dangerous level: nearly 1,000 deaths and 40,000 cases per day," said Christovam Barcellos, a researcher at public health institute Fiocruz.

"And Brazil still isn't past the peak."


Nearly 843,000 people have died of COVID-19 globally, and with no vaccine or effective treatment available yet, governments have been forced to resort to some form of social distancing and lockdowns to stop the spread of the virus.

Masks will become mandatory from Monday on public transport and flights in New Zealand, which went more than 100 days without local transmission before the current cluster emerged.

And tightened virus curbs kicked in on Sunday in South Korea, which is also battling fresh clusters -- including in the greater Seoul region, home to half the country's population.

ANTI-CORONA RALLIES IN EUROPE

Despite the grim numbers, there has been steady opposition to lockdowns and social distancing measures in many parts of the world, often because of their crushing economic cost.

But resistance has also come from the extreme right and left of the political spectrum, as well as conspiracy theorists and anti-vaccine campaigners.

In Berlin on Saturday, around 18,000 people gathered to march against coronavirus restrictions -- but police later stopped the rally because many were not respecting social distancing measures.

'A BIG FIRST STEP'

The pandemic has upended economies and societies around the world, and halted most large gatherings -- from sports and music to religion and politics.

The Tour de France set off from the French Riviera on Saturday, two months later than planned and with the French sports minister not ruling out the cancellation of the event because of the coronavirus.

Under the Tour rules, a team with two positive tests in its entourage would be expelled. A virus testing cell will travel with the teams throughout the race.

But there was some cheer on Saturday in New York, once among the world's biggest coronavirus hotspots.

Visitors raised their arms, clapped and lined up to get tickets as New York's Metropolitan Museum of Art reopened its doors to the public in a festive atmosphere after a six-month closure.

Tracy-Ann Samuel, who came with her daughters aged four and nine, said she couldn't wait to again be "surrounded by beautiful art".

"It means that there is some semblance of normalcy," Samuel said.

"The Met has been a part of New York history for over 150 years... So this is a big first step."
