Here's your guide to Philippine's Covid-19 Vaccination Certificate also known as VAXCertPH.

The Department of Health (DOH) and the Bureau of Quarantine (BOQ) have recently launched VaxCertPH, a website where you can get a digital vaccine certificate. This online portal would provide a more standard vaccine certificate that people can use when they travel.



Note that only fully-vaccinated individuals are eligible to get a vaccine certificate from the portal. You can sign up on the portal 48 hours after you get your second dose, but the certificate’s validity will start 14 days after.

Here’s a step-by-step guide on how you can get a digital COVID-19 vaccine certificate in the Philippines:

STEP 1. Go to the official VaxCertPH website: https://vaxcert.doh.gov.ph

2. Review and Accept Data Privacy Agreement.
When you are done reviewing, tick off the box stating: “I have read and agreed to the Privacy Statement.” Then, click CONTINUE.

STEP 3. Answer the questions that would appear.
The first is just confirming your vaccination status. Click on the drop-down box to choose your answer. Then, click NEXT.



STEP 4. Enter your personal details.
Fill in the form with your first name, last name, and birth date. The middle name and other fields are optional.

Make sure the details you enter match the details on your vaccination card. Then, click NEXT.

STEP 5. Type in your vaccination details.
Select the city where you got your first dose of vaccine and enter the date of your first dose.

Then, select where you got your second dose and enter the date.

STEP 6. Review the details you entered.
If everything is correct, click CONTINUE. Then, enter the captcha code to proceed.

STEP 7. Review your vaccination record.
The details include your full name, birth date, vaccine brand, and the dates when you received each dose. If all the details are correct, click the GENERATE VACCINATION CERTIFICATE button.

STEP 8. Download your vaccination certificate.
A copy of your vaccination certificate will appear on the screen. The certificate will indicate your personal and vaccination details and a QR code that can be used to validate your digital vaccination certificate.

You can download, print, or simply take a screenshot of the certificate.



FREQUENTLY ASKED QUESTIONS (FAQs) ABOUT VAXCERTPH

I get a “NO VACCINATION INFORMATION FOUND” error. What should I do?
First, check if all the details you provided are correct. Hit the TRY AGAIN button and fill out the form again, this time double checking that all the information is right.

If you’re sure that everything is correct but the system still tells you that NO VACCINATION INFORMATION FOUND, it’s either your data were not recorded correctly or your file has not been uploaded to the system yet. In this case, click the CONTINUE button.

On the next page, you’ll be asked to upload a copy of your vaccination card and a valid ID, and enter your email address and mobile number. Then tap SUBMIT REQUEST.

Is VaxCertPH the same as the ICV or yellow book?
NO. VaxCertPH is different from the International Certification of Vaccination (ICV) also known as the YELLOW BOOK or YELLOW CARD, issued by the Bureau of Quarantine (BOQ) and recognized by the World Health Organization (WHO).

If you’re traveling abroad, please make sure which type of certificate is required by your destination’s authorities. Some countries require an ICV, some accept other documents.

How to Get VAXCERTPH Online (Digital Covid-19 Vaccine Certificate Download Link and Guide)


Following the Administrative Order No. 2020-002 of the Department of Tourism (DOT), accommodation establishments are required to secure a Certificate of Authority to Operate (CAO). This administrative order also provides guidelines for their operation and health and safety protocols for the “new normal”.


Aside from this, we also suggest that you book lodging establishments that are accredited by the DOT. A DOT accreditation is given to properties that meet the minimum standards set for tourism services.

List of DOT-Accredited BATANGAS Beach Resorts, Hotels & Inns

The alert level status in Metro Manila will be raised anew from the current Level 2 to Alert Level 3 from Jan. 3 to 15, 2022, Malacañang announced on Friday night.

In a public announcement, acting presidential spokesperson and Cabinet Secretary Karlo Nograles said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) decided to shift to a more stringent alert level status as the country saw a spike in coronavirus disease 2019 (Covid-19) infections.

"Nakita naman natin sa mga nakaraang araw ay nag-increase exponentially ang mga kaso dahil sa Holiday activities kung saan tumaas ang movement ng mga tao at bumaba ang compliance sa minimum public health standards. Isa rin sa dahilan ang detection ng local cases ng Omicron variant (We saw an exponential rise during the past days because of the Holiday activities where there were increased movement and compliance with minimum public health standards may have been disregarded. Local cases of the Omicron variant were also detected)," he said.

Nograles added that an increase in Covid-19 positive cases is expected in the succeeding days thus, the IATF’s decision

After 11 days of active cases below 10,000, the number increased to 10,418 on December 29 and was at 14,233 by year-end after 2,961 new cases.

The Department of Health also confirmed 10 new cases of the Omicron variant, with three already recovered.
Nograles cited a "high possibility" of local transmission of the Omicron variant.

Under Alert Level 3, establishments or activities shall be allowed to operate or be undertaken at a maximum of 30 percent indoor venue capacity for fully vaccinated individuals only and 50 percent outdoor venue capacity, provided that all workers of the establishments are fully vaccinated against Covid-19.

TRANSPORTATION

Intrazonal and interzonal movement are still allowed, however, reasonable restrictions may be imposed by the LGUs, which should not be stricter as those prescribed under higher alert levels and subject to the oversight, monitoring, and evaluation of their respective Regional IATF.

Those below 18 years of age, and those belonging to the vulnerable population, shall be allowed access to obtain essential goods and services, or for work in permitted industries and offices in accordance with existing labor laws, rules, and regulations. Individual outdoor exercises shall also be allowed for all ages regardless of comorbidities or vaccination status. 2.

PROHIBITED ACTIVITIES

Meanwhile, the following establishments and activities that are considered high-risk for transmission under Alert Level 3 are not allowed:

  • Face to face or in-person classes for basic education, except those earlier permitted by the IATF and Office of the President;
  • Contact sports, except those conducted under bubble-type setup, as provided for under relevant guidelines adopted by the IATF, Games and Amusement Board, and Philippine Sports Commission, and approved by the LGU where such games shall be held;
  • Funfairs/carnivals and kid amusement industries like playgrounds, playroom, and kiddie rides;
  • Venues with live voice or wind-instrument performers and audiences such as in karaoke bars, clubs, concert halls, and theaters;
  • Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments, except those that will be allowed by the IATF or Office of the President; and
  • Gatherings in residences with individuals not belonging to the same household.

ALLOWED ACTIVITIES

He said allowed activities under Alert Level 3 at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity are the following: 

  • Venues for meetings, incentives, conferences, and exhibitions (MICE);
  • Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers; 
  • Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;
  • Amusement parks or theme parks;
  • Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;
  • Cinemas and movie houses;
  • Limited face-to-face or in-person classes for higher education and for technical-vocational education and training;
  • In-person religious gatherings; gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 and for the cremains of the COVID-19 deceased;
  • Licensure or entrance/qualifying examinations administered by their respective government agency, and specialty examinations authorized by the IATF subject to the health and safety guidelines as approved by the IATF;
  • Dine-in services in food preparation establishments such as kiosks, commissaries, restaurants, and eateries, subject to DTI sector-specific protocols;
  • Personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options, subject to the sector-specific protocols of the DTI;
  • Fitness studios, gyms, and venues for non-contact exercise and sports, subject to DTI sector-specific protocols. Provided that patrons/clients and workers/employees wear face masks at all 3 times and that no group activities are conducted; and
  • Film, music, and television production, subject to the joint guidelines as may be issued by the DTI, DOLE, and the DOH.

These activities will be allowed provided that all on-site workers/employees of these establishments and organizers of activities are fully vaccinated against COVID-19 and MPHS shall be strictly maintained. There is no objection from the LGU where these activities may take place.

The IATF, he said, instructed the Technical Working Group headed by the Metropolitan Manila Development Authority and National Vaccination Operations Center to craft guidelines in the implementation of stricter measures for the unvaccinated individuals.

QUARANTINE PROTOCOLS

“We likewise reiterate the current local quarantine and isolation periods and protocols as embodied under Department of Health Administrative Order No. 2021-0043 or the Omnibus Guidelines on the Minimum Public Health Standards for the Safe Reopening of Institutions,” Nograles said. “This is for strict compliance of all stakeholders.”

These include:
  • 10 days isolation of positive cases for asymptomatic, mild, and moderate cases;
  • 21 days isolation of positive cases for severe and critical cases;
  • 7 days quarantine for close contacts who are fully vaccinated; and
  • 14 days quarantine of close contacts and travelers for unvaccinated and partially vaccinated individuals.

He said IATF issued a directive to the Response Cluster ng National Task Force Against Covid-19 to prepare the pediatric healthcare capacity for the possible increase in Covid-19 cases among the pediatric population and hospital admissions given their unvaccinated status.

All implementing agencies, he said, are instructed to ensure that all protocols are adhered to and minimum public health standards observed especially in closed and crowded spaces, and close-contact activities.

Agencies and instrumentalities of the government shall remain fully operational and shall adhere to at least 60 percent on-site capacity while applying work-from-home and other flexible work arrangements.

New protocols implemented as NCR back to Alert Level 3 from January 3 to 15


The Department of Health (DOH) on Friday said 11 areas in Metro Manila have been placed under the highest alert level for COVID-19 due to rising infections and hospital bed utilization.

These areas are Las Piñas, Malabon, Makati, Marikina, Muntinlupa, Navotas, San Juan, Pateros, Quezon City, Taguig, and Valenzuela.

“The National Capital Region maintains positive two-week growth rate and a high-risk average daily attack rate (ADAR) and is currently at high-risk case classification,” Health Undersecretary Maria Rosario Vergeire said in a briefing.

Alert Level 4 means an area has been classified as moderate- to critical-risk and has a healthcare utilization rate higher than 70%.

NCR is under enhanced community quarantine -- the strictest among quarantine classification -- for two weeks, or from August 6 to 20. Under ECQ, only essential trips and services are allowed.

The government placed NCR under ECQ in light of the threat posed by the Delta coronavirus variant.

Vergeire said the country averaged 10,459 new cases per day from August 6 to 12, a jump from its average of 7,987 in the week before, with “a new peak [in infections] set weekly.”



The Philippines is still classified as a high-risk area for COVID-19 after logging a two-week case growth rate of 60%, ADAR of 8.37 cases per 100,000 population, a healthcare utilization rate of 58.81%, and an ICU occupancy rate of 68.08%.

The country has tallied over 1.7 million cases with 1.58 million recoveries and 29,539 deaths as of Thursday afternoon.

President Rodrigo Roa Duterte approved the recommendation to extend the general community quarantine (GCQ) “with heightened restrictions in Metro Manila until August 15, Malacañang announced on Wednesday.

The stricter GCQ has been retained in Metro Manila, after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) observed an increase in the daily attack rate, two-week average attack rate, and health care utilization rate in the country’s metropolis, Presidential Spokesperson Harry Roque said in a pre-recorded Talk to the People.

“The Chief Executive extended the General Community Quarantine (GCQ) with heightened restrictions classification of the National Capital Region beginning August 1, 2021 until August 15, 2021,” Roque said in a press statement.

Apart from Metro Manila, four of its nearby provinces – Bulacan, Cavite, Laguna, and Rizal – will also be placed under GCQ with heightened restrictions from August 1 to 15, Roque said.


Other areas that will be under GCQ with heightened restrictions beginning August 1 include Ilocos Sur, Cagayan, Lucena City, Naga City, Aklan, Bacolod City, Capiz, Negros Oriental, Zamboanga del Sur, Misamis Oriental, Davao City, Davao del Norte, Davao de Oro, Davao Occidental, and Butuan City, Roque said.

Originally, GCQ with heightened restrictions have been imposed in Metro Manila, Ilocos Norte, Ilocos Sur, Davao de Oro, and Davao del Norte from July 23 to 31.

ECQ retained in 4 areas

Meantime, the province of Iloilo and its highly-urbanized city will remain under the most restrictive enhanced community quarantine (ECQ) until August 7, he said.

He added that ECQ status will also be retained in Cagayan de Oro and the City of Gingoog in Misamis Oriental.

The ECQ classification has been imposed in the Iloilo province and its city, as well as in Cagayan de Oro and Gingoog City, due to the apparent spike in the coronavirus disease 2019 (Covid-19) infections.


MECQ status

The modified ECQ (MECQ), second to the most restrictive quarantine classification, will be imposed in Ilocos Norte, Bataan, Lapu-Lapu City and Mandaue from August 1 to 15, Roque said.

Bataan, Lapu-Lapu City, and Mandaue are currently under modified GCQ (MGCQ) until July 31.

The quarantine status in Ilocos Norte has also been upgraded since it is currently under GCQ with heightened restrictions until end of July.


GCQ sans restrictions

Roque said the GCQ classification sans restrictions will be implemented in Baguio City, Apayao, City of Santiago, Isabela, Nueva Vizcaya, Quirino, Quezon, Batangas, Puerto Princesa, Guimaras, Negros Occidental, Zamboanga Sibugay, City of Zamboanga, Zamboanga del Norte, Davao Oriental, and Davao del Sur from August 1 to 31.

General Santos City, Sultan Kudarat, Sarangani, North Cotabato, South Cotabato, Agusan del Norte, Surigao del Norte, Agusan del Sur, Dinagat Islands, Surigao del Sur, and Cotabato City in the Bangsamoro Autonomous Region in Muslim Mindanao will also be placed under regular GCQ for the entire month of August, he said.

The rest of the country will stay under MGCQ next month.

Duterte approved the IATF-EID’s recommendation quarantine classifications for the month of August.

Duterte said his administration has to continue imposing strict measures against Covid-19 “to protect public health and safety.”

He said he was left with no choice but heed the medical experts’ advice.

The additional restrictions in Metro Manila amid the general community quarantine (GCQ) status have been lifted, Malacañang announced on Thursday.

This developed after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), in a meeting held Wednesday, decided to recommend to President Rodrigo Duterte the further easing of restrictions in Metro Manila.

Metro Manila will be placed under the more relaxed GCQ starting July 16, Presidential Spokesperson Harry Roque, who also serves as IATF-EID spokesperson, said in a video message.

Rizal and Bulacan, which were also put under GCQ “with some restrictions,” will also be under a more relaxed GCQ beginning July 16, Roque said.

Puerto Princesa City, Zamboanga del Norte, Davao Oriental, Surigao del Sur, and Dinagat Islands, which were under the more restrictive modified enhanced community quarantine (MECQ) from July 1 to 15, will likewise be put under GCQ.

The GCQ status will also be implemented in Baguio City, Apayao, City of Santiago, Isabela, Nueva Vizcaya, Quirino, Quezon, Batangas, Guimaras, Negros Occidental, Zamboanga Sibugay, City of Zamboanga, General Santos City, Sultan Kudarat, Sarangani, Cotabato, South Cotabato, Agusan del Norte, Surigao del Norte, Agusan del Sur, and Cotabato City.

Roque said the “heightened restrictions” in Cavite will also be lifted beginning July 16.

MECQ status

Meantime, Iloilo City and Iloilo province will stay under MECQ until July 22, Roque said.

“Kung hindi po mag-improve ang ating mga numero ay possible pong mabagong muli ang classification ng Iloilo City at Iloilo (There might be a possible change anew in the quarantine classification in Iloilo City and Iloilo if the numbers do not improve),” he said.

Roque said Cagayan de Oro City, Davao Occidental, Davao de Oro, Davao del Sur, Davao del Norte, and Butuan City will also remain under MECQ from July 16 to 31.

Laguna, however, will remain under GCQ “with heightened restrictions” until the end of July, Roque said.

Cagayan, Lucena City, Naga City, Negros Oriental, Zamboanga del Sur, and Davao City, which were initially under MECQ, will also be under GCQ “with heightened restrictions” until July 31, Roque said.

Roque said the GCQ classification “with heightened restrictions” will likewise be imposed in Aklan, Bacolod City, Antique, and Capiz from July 16 to 22.

Aklan, Bacolod City, Antique, and Capiz were supposed to be under GCQ sans restrictions for the entire July.

In a radio interview, Presidential Spokesperson Harry Roque said children should be given the chance to spend more time outside of their homes since Covid-19 already took a toll on their physical and mental health.

“‘Yung concern talaga natin din ay iyong physical and mental well-being ng ating mga bata (Our concern here really is the children’s physical and mental well-being), Roque said. “So, ngayon, kumbaga ay binibigyan natin ng pagkakataon na makalanghap ng hangin, makita nila iyong iba’t ibang tanawin sa labas ng bahay (So, now, we are letting them breathe a fresh air and see other attractions outside).”

The local government units, however, may increase the age restriction, depending on the Covid-19 situation in their respective jurisdictions.

Roque said the IATF-EID’s new policy was based on “science.”

He also ensured that the children’s safety would not be compromised, since the activities will be done outdoors and the strict health protocols will be followed.

At mayroon pong impact sa kanilang physical at mental na kalusugan (We are balancing the situation because it has been more than a year since the youth have been prohibited to go outside. The government has restricted the public movement when the country was hit by Covid-19 last year.

According to IATF-EID Resolution 125 issued Thursday, children can only go to outdoor areas such as parks, playgrounds, beaches, biking and hiking trails, outdoor tourist sites and attractions as may be defined by the Department of Tourism, including on outdoor non-contact sports courts and venues, and al-fresco dining establishments.

Mixed-use indoor or outdoor buildings and facilities like malls and similar establishments are not included in the allowed outdoor areas for children, the resolution states.

Areas under GCQ “with heightened restrictions” are likewise not covered by the latest IATF-EID policy.

GCQ “with heightened restrictions” has been imposed in Laguna and Cavite, while GCQ “with some restrictions” have been implemented in Metro Manila, Rizal, and Bulacan until July 15.

COVID-19 Vaccination Prioritization Framework

The prioritization framework for COVID-19 vaccination based on the World Health Organization (WHO) Strategic Advisory Group of Experts (SAGE) on Immunization, together with the recommendations of independent bodies of experts including the Interim National Immunization Technical Advisory Group (iNITAG) and the Technical Advisory Group (TAG), was formulated due to the limited global supply of COVID-19 vaccine products. With the guidance of this principle, the Philippine National Deployment and Vaccination Plan formulated strategies and contingencies to ensure the equitable distribution of vaccine products for all Filipinos.

With the initial limited supply, frontline health workers and uniformed personnel are prioritized since they have higher risk of exposure while on duty and to allow them to continue fulfilling their duties in both the public and private sectors. Vulnerable groups such as the elderly and the indigent population, are prioritized guided by the principle of equity.

The priority population groups for COVID-19 immunization are as follows:


Group A

A1. Frontline workers in health facilities both national and local, public and private, health professionals and non-professionals like students in health and allied professions courses with clinical responsibilities, nursing aides, janitors, barangay health workers, etc.;

A1.1 COVID-19 referral hospitals
A1.2 Hospitals catering to COVID-19 cases
A1.3 Quarantine/isolation facilities
A1.4 Remaining hospitals
A1.5 Government-owned community-based primary care facilities
A1.6 Remaining healthcare facilities (thru LGU)

REGISTRATION AND MASTERLIST

All Filipinos will need to be masterlisted with their full health profile prior to vaccination. But the first phase will involve all frontline health workers in the public and private sector. The schedule of masterlisting will be consistent with the ordering of prioritization in the National Vaccine Deployment Plan.

To prepare the country for the COVID-19 vaccination program, a masterlist will: (1) provide basis for identification of target eligible groups for vaccination and identification of priority areas for registration of eligible individuals; (2) ensure uniqueness of individuals in the vaccine administration plan; and (3) provide input to operational planning especially for costing and allocation of resources.

WHAT PLATFORM WILL BE USED FOR THE MASTERLIST?

The COVID-19 Vaccine Information Management System - Immunization Registry (VIMS-IR) shall be the official platform for masterlisting and pre-registration of individuals for COVID-19 vaccination. The VIMS platform shall also enable use of information and communications technology for scheduling, notification, and vaccination reminders.



WHAT INFORMATION WILL BE COLLECTED?

Personal information, such as but not limited to full name, birthday, and PhilHealth Identification Number (PIN), shall be collected to ensure no doubling of identified potential vaccine recipients. Health data will also be collected to help your vaccination team assess your eligibility for the vaccine.

The LGU or zones will determine the scheduling for vaccination. The Vaccine Information Management System (VIMS) platform shall be used for scheduling, notifying, and reminding individuals of their scheduled vaccination.
