Food is an essential item, therefore porridge or “lugaw” is essential too, according to a transport and food delivery company.

On Wednesday, Grab Philippines shared on social media a photo of the dish with the words: “If food is essential, and lugaw is food, therefore lugaw is essential.”

It added: “Let’s give thanks to all our Grab riders na tuloy lang sa paghatid ng ating essential needs! Saludo po kami sa inyo, kuyas and ates!”

The company even updated its advisory to include “lugaw” among essentials that could be delivered during the enhanced community quarantine, and offered free delivery by using the code “LUGAWISESSENTIAL.”

Grab issued the statement after a video of a rider who was barred from delivering lugaw in Bulacan went viral.

The video showed the rider discussing with a woman, who insisted that lugaw was not an essential item.

Commenting on the viral video, MalacaƱang on Wednesday said lugaw was an essential good and clarified that food delivery services were allowed to operate beyond curfew hours during ECQ in the NCR Plus bubble.

A bakeshop based in Pasig is offering a cake that looks like a mound of rice, resembling the cake President Duterte had during his 76th birthday on Sunday, March 28.

“[We] humbly present our own version of rice cake — legit na cake hindi legit na rice (legit cake, not rice),” the Facebook post read.

Nice Carlene Junsay, owner of Nicelybaked, shared that she wanted to challenge herself by creating a version of the viral “rice cake.”

“I actually had the idea just this morning when I saw the viral photo of the [cake]. I posted it as a challenge for myself to recreate the cake. I thought how amazing and fulfilling it would be if I can create a cake that actually looks like a cup of rice,” Junsay shared.

The cake, which measures 4×2 inches, is available in chocolate and red velvet flavors.

After her post went viral, Junsay bared that she is now flooded with orders and even had to “extend working hours” just to answer all the inquiries.

DOTr has released transportation guidelines under the week-long ECQ.

Here’s a QUICK GUIDE to the LATEST TRANSPORTATION GUIDELINES implemented by the Department of Transportation during the Enhanced Community Quarantine imposed in Metro Manila, Bulacan, Cavite, Laguna and Rizal from March 29 to April 4, 2021.

Metro Manila and four nearby provinces will revert to enhanced community quarantine for a week. Will this mean the return of quarantine passes amid strict stay-at-home orders as well?

When ECQ was imposed in Luzon from mid-March to mid-May last year, people had to present quarantine passes to be able to enter groceries and other establishments.

When asked if these barangay-issued slips will again be required in the National Capital Region, Bulacan, Cavite, Laguna, and Rizal during the March 29 to April 4 ECQ period, Presidential Spokesperson Harry Roque admitted new passes may not be produced given the limited time.

"Ang problema po kasi isang lingo lang itong ating ECQ so hindi ko po alam kung sapat ang panahon para mag issue uli ng quarantine passes," Roque said in an online media briefing on Saturday.

"Kung meron naman po kayong quarantine pass na naitago siguro dalhin niyo na rin po. Kung wala naman po, magbigay na lang ng eksplanasyon na bibili lang ng pagkain o ng gamot," Roque added.

Under ECQ, people are only allowed to leave their homes to access essential goods or services, or to go to work in industries that are allowed to operate.

The government has tightened restrictions in the Greater Manila area amid the surge in COVID-19 infections, with active cases hitting another record high 118,122 on Saturday.

Is Quarantine Pass required under the week-long ECQ?

President Rodrigo Duterte ordered another week of enhanced community quarantine (ECQ), the strictest quarantine status, in Metro Manila and its nearby provinces from March 29 to April 4, MalacaƱang announced on Saturday.

Duterte made the decision following the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), Presidential Spokesperson Harry Roque said in a virtual presser.

“Inaprubahan po ng ating Presidente ang rekomendasyon ng inyong IATF na ilagay muli sa enhanced community quarantine o ECQ ang National Capital Region, Bulacan, Cavite, Laguna at Rizal (The President has approved the IATF’s recommendation to once again place National Capital Region, Bulacan, Cavite, Laguna and Rizal under enhanced community quarantine or ECQ),” he said.

Roque said an intensified curfew from 6 p.m. (from the current 10 p.m.) to 5 a.m. will be implemented in the covered areas, or the so-called NCR Plus.

LIST: Industries allowed to operate during ECQ

An ECQ status mandates all households to observe strict home quarantine and limit movements to accessing essential goods and services, and for work to continue in establishments allowed to operate.

Mass gatherings, public transportation, and face-to-face classes are also prohibited in ECQ zones.

Roque said the decision was reached following the continuing upward trend in coronavirus disease 2019 (Covid-19) infections in the country.

On Saturday, the Department of Health reported 9,595 new cases that upped the active cases total to 118,122.

There were also 481 new recoveries for an overall toll of 581,161 out of 712,442 confirmed cases.

Religious gatherings and dine-in services are not allowed in ECQ zones but malls will remain open for essential services.

“Sa madaling salita, home-liners po tayo ulit (In short, we are home-liners anew),” Roque said. “Yung virus po ang kalaban, hindi po ang gobyerno, hindi po ang IATF (The virus is our enemy, not the government, not the IATF).”

Roque ensured that the government would exert all efforts to stop the further transmission of Covid-19.

“Huwag po tayong mawawalan ng loob. Tinitiyak po natin na handa ang gobyerno at tutulungan po kayo (Do not lose hope. We assure that the government is ready and will help you),” he said.

The highest single-day tally the country has recorded since the start of the Covid-19 pandemic was on Friday at 9,838 new cases.

Targeted to be completed on December 2021, the Common Station features a 13,700-square meter CONCOURSE AREA which will SEAMLESSLY INTERCONNECT the rail lines of LRT-1, MRT-3, MRT-7, and the much-awaited Metro Manila Subway.

After more than seven (7) years of delay, the OVERALL PROGRESS RATE of the COMMON STATION PROJECT now stands at 48.48%!

Metro Manila Common Station

This is a long overdue transport infrastructure project that would have considerably eased mobility of commuters in Metro Manila, particularly along the main transit routes, from Baclaran to Monumento to the entire length of EDSA.

And with the forthcoming MRT-7 and the Metro Manila Subway also being part of the loop, travel to Bulacan via Commonwealth, and from Valenzuela to NAIA will be faster and more convenient.

Under the determined and resolute leadership of Transportation Secretary Arthur Tugade, the nearly a decade delay of the Common Station Project, specifically due to issues on location, was finally resolved.

Secretary Tugade deftly navigated through the dispute of various stakeholders of the project, including two conglomerates who were vying for better vantage point.

And now with the established partnership and cooperation forged by our Transport Chief, the construction of the Area B (Atrium) of the Common Station was able to push through, and now is 100% complete.

The remainder of the project is now in full, accelerated construction pace and work is done 24/7.
Once operational, the Common Station is expected to serve approximately 478,000 passengers daily.
